Homelessness Prevention Program

The Homelessness Prevention Program (HPP) can help you stay housed and avoid eviction by providing short-term financial assistance when you are facing housing related emergencies.

HPP can help you with:

  • Overdue rent or utility bills

  • Moving expenses and minor relocation fees

  • Temporary accommodations

  • Transportation costs needed to move to a new home

Who Is Eligible

You may qualify if:

  • Your household faces utility arrears, rental arrears, or requires temporary accommodations.

  • You require assistance with moving costs or minor relocation fees, including transportation to another municipality.

  • Your liquid assets are below the Ontario Works limit for your family size.

  • Your total accommodation costs (rent, mortgage, utilities) less than 80% of total household income.

  • Your after‑tax household income at or below the Low‑Income Measure (LIM) thresholds.

  • You meet any additional criteria based on the type of assistance requested.

Eligibility is based on Line 23600 of your federal income tax return. We may subtract certain items - such as child care benefits, support payments you make, and RDSP contributions - to calculate your Adjusted Net Income for LIM purposes.

Households should have an after-tax household income at or below the Stats Canada Low-Income Measures (LIM).  Internationally, it is the most commonly used tool to measure low income levels. This tool is also more consistently used across agencies.

Apply for the HPP

Please email us your completed application or you can drop it off in person to:

  • 340 Pitt St

  • Fourth Floor

  • Cornwall ON K6J 3P9

If you receive Ontario Works (OW) or Ontario Disability Support (ODSP), make sure that you include:

  • All copies of bills you are requesting assistance for (e.g., hydro, fuel and rental arrears)

  • One estimate from a reputable moving company if you’re requesting moving assistance

Once reviewed, you will be contacted regarding next steps. If you cannot apply online, paper applications are available at any Ontario Works office or the Housing Access Centre (The Registry):
