Affordable Housing

You can apply for affordable housing apartments at below-market rent levels in the City of Cornwall as well as in the Three United Counties of Stormont, Dundas and Glengarry. Housing Services provides safe, affordable homes for seniors, families and adults in our community. These units are not rent-geared-to-income (RGI), which means your rent will not change if your income goes up or down.

Who is eligible

To qualify, you must:

  • Have a total household income below the provincial limit

  • Provide verification of your income

  • Meet any additional requirements set by the housing provider

Apply for affordable housing

To apply for affordable housing, please create your account and complete your application for our review. If you have any questions or you’re not capable of filling in the online application, please email us [link to email] or call 613-933-6282. Make sure that you include all required income documents.

You can also submit your completed application to the Housing Access Centre in person at:

After you apply:

  • Your application will be reviewed for eligibility

  • You will be contacted regarding next steps or if additional documents are required

  • Placement and availability depend on vacancy at participating providers

Affordable housing locations

Explore the affordable housing locations that we have available.

At 222 Sixth St E, we have one-bedroom units available that are approximately 451 square feet in size.

Room sizes:

  • Bedroom: 8 feet and 10 inches by 10 feet and 6 inches (approximately 93 square feet)

  • Kitchen: 11 feet and 10 inches by 10 feet and 6 inches (approximately 124 square feet)

  • Washroom: 8 feet and 10 inches by 5 feet (approximately 44 square feet)

  • Living/Dining: room 11 feet and 10 inches by 14 feet and 9 inches (approximately 175 square feet)

  • Storage: 4 feet and 5 inches by 3 feet and 6 inches (approximately 15 square feet)

At 550 Ninth Street, we have one-bedroom residential units available as well as an office for the Housing Services Department. The building includes barrier-free units.

Monthly prices:

  • $660 for an affordable unit

  • $1383 for an attainable market unit

At 43 Dickinson Dr, we have one-bedroom units available for $660.00 a month that are: 

  • Type A: approximately 465 square feet in size

  • Type B: barrier free and approximately 431 square feet in size

Please note:

  • The monthly price includes heat, hydro, hot and cold water, refrigerator and stove

  • Rent increases once a year and you’ll be provided with 90 days’ notice

  • Parking and laundry are excluded

  • A coin operated laundry facility is on-site

Type A room sizes:

  • Bedroom: 13 feet and 3 inches by 11 feet and 5 inches (approximately 148 square feet)

  • Kitchen: 11 feet and 5 inches by 7 feet and 2.5 inches (approximately 81 square feet)

  • Living/Dining room: 12 feet and 4 inches by 11 feet and 9 inches (approximately 143 square feet)

  • Bathroom: 11 feet and 5 inches by 8 feet and 3 inches (approximately 93 square feet)

Type B room sizes:

  • Bedroom: 13 feet and 3 inches by 10 feet and 9 inches (approximately 141 square feet)

  • Kitchen: 9 feet and 3 inches by 7 feet and 6 inches (approximately 69 square feet)

  • Living/Dining room: 12 feet and 4 inches by 11 feet and 9 inches (approximately 143 square feet)

  • Bathroom: 8 feet and 2 inches by 9 feet and 6 inches (approximately 78 square feet)

At 12448 County Rd 2, we have units available for $1425.00 a month including two-bedroom housing, market rent and geared to income units. Five units will be barrier-free. The building is close to amenities, pet friendly, smoke free and includes:

  • Parking available at an additional fee

  • Utilities (Heat, A/C and hydro are excluded)

  • Mail boxes

  • Blinds
