Property Standards

The City of Cornwall's Property Standards By-Law requires all property owners to keep their buildings and land in good, safe condition. This includes the interior, exterior and yard. The goal is to protect everyone's health and safety.

You must follow rules on maintenance, such as:

  • Keeping grass and weeds shorter than 15 cm (6 inches)

  • Keeping your property free of garbage and debris

  • Maintaining the condition of your home, roof, windows, sheds and garages

  • Ensuring rental properties have working plumbing, heat and electricity

The by-law also covers other standards like safe stairs, proper heating systems and overall building repair.

Found a Lost Shopping Cart? We work with stores to keep shopping carts on their property. If you find one:

  • Check which store it's from and call them directly to pick it up

Snow removal rules:

  • Do not put snow on roads or sidewalks: It is illegal to shovel or blow snow onto the street or a public sidewalk

  • Snow on a neighbor's property: This is not covered by a city by-law and is a private civil matter between neighbors

  • Snowblower noise: Snowblowers are exempt from noise restrictions

Do you own a vacant building? If your building in Cornwall has been empty for over 60 days and is in poor condition, you must comply with the Vacant Building By-Law. A vacant building is unoccupied for 60+ days and is damaged, unfinished  or unsecured against entry.

You are required to:

  • Register it with the Building Division (form, fee and plans required)

  • Secure it by boarding it up to code (inspection and fee required)

Vital services include heat (fuel/gas), electricity (hydro) and water. Service companies cannot disconnect a rental unit without giving the City Clerk 30 days' written notice.

If your landlord pays for the service

Your landlord must provide these services. If they don’t pay the bill, the provider can cut off service. The provider must notify the City Clerk in writing at least 30 days before shutting off service. The City will then warn the landlord.

 

A landlord can only temporarily cut off a service for essential repairs or if the tenant agreed in writing to handle the service themselves.

If the tenant or property owner pays for the service

The person responsible for the bill must contact the provider directly to restore service if it’s cut off.

The City of Cornwall's Yard Maintenance By-Law requires property owners to keep the outside of their property safe and tidy. This includes your yard, buildings, decks and carports.

 

The rules cover:

  • Vegetation: Keeping grass and weeds under control

  • Waste: Preventing garbage or debris from piling up

  • Structures: Maintaining safe balconies, carports and porches

  • Graffiti: Removing graffiti

  • Farms: Specific standards for farm properties

  • Health and safety: Addressing any hazards

 

These standards are in place to protect everyone's health and safety in our community.

Submit a property standards complaint

You can make a property standards complaint online or call 613-930-2787 ext. 2310 with any questions. After we receive your complaint, a By-Law Officer will investigate for a violation. This may involve:

  • Contacting the property owner or tenant

  • Visiting the property to inspect

  • Issuing verbal or written orders if we find a violation

For tenants 

If your complaint is about poor maintenance, you must first notify your landlord in writing. If the issue isn't fixed, then you can call us at 613-930-2787 ext. 2310.
