Procurement Services is responsible for coordinating fair and transparent procurement processes for the purchase of goods, services, and construction for the City of Cornwall. We follow the Purchasing By-Law, along with our policies and procedures, to ensure all procurement activities are open, competitive, efficient, timely, and cost-effective, while protecting the City’s financial best interests.

Purchase order terms and conditions 

All suppliers who provide goods or services to the City in response to a purchase order must accept the Purchase Order Terms and Conditions. Acceptance of a purchase order or delivery of goods implies agreement and binds the Supplier to these terms and conditions.

Surplus Items for Sale 

The City of Cornwall periodically sells surplus assets such as furniture, vehicles, and equipment. These items are made available through a secure and transparent bidding process on GovDeals, an online auction platform dedicated to government surplus. All items are offered for sale “as is” and “where is,” with no warranty or guarantee provided. 

Notice of Participation in Buying Groups 

The Canadian Free Trade Agreement (CFTA) requires the City of Cornwall to post a Notice of Participation when it takes part in buying groups. The City currently participates in, or plans to join, the buying groups listed below: 

Collection of information 

The City of Cornwall collects personal and business contact information as per the Municipal Freedom of Information and Protection of Privacy Act. By downloading an RFP, RFI or tender, you consent to the public distribution of the information provided to receive the download. 

You must deliver your Tender bid to Purchasing Services before 11:00 am on the date shown in the bid. Make sure that you use the envelope provided with the bid documents. All Tender bid envelopes will be date and time stamped when they arrive.

It is your responsibility to ask Purchasing Services about anything you do not understand before the bid closing date. The City, its employees, and its agents are not responsible for any information given to you unless it comes from the Purchasing Supervisor (or their delegate) through an addendum. Any official response from the City will be sent by email or through an addendum or clarification.

Addendums

During the bidding period, you may be told about changes to the bid documents through an addendum. These changes may include additions, deletions or alterations. You must include all such changes in your bid, and they become part of the contract. Before you submit your bid, it is your responsibility to check our website for any addendums.
