Pay Your Property Taxes

There are several ways to pay your property tax bills in the City of Cornwall, including by cheque, internet, telebanking or in person. You can also sign up for pre-authorized payment withdrawal plans.

You’ll receive your interim tax bill in late February with two instalments due the last business day in March and April. We bill the final tax levy in two instalments on the last business day in July and August.

Pay by cheque, internet or telebanking

You may pay by post-dated cheques for each instalment. Please include your assessment roll number on the front of each cheque and make sure to include your remittance slip with your payment. For mailed payments, we recommend sending them early to ensure they arrive by the due date and to avoid any late charges. Please keep your bank statement, as we do not issue separate payment receipts.

Please make cheques or money orders payable to:

  • City of Cornwall
  • Billing & Collection Section
  • PO Box 877
  • Cornwall ON K6H 5T9

Most banks let you pay bills using their website or mobile app. Contact your bank for more information on how to get started.

Pay in person

You can pay in person at most financial institutions or at City Hall, 360 Pitt Street, 8:30 am to 4:30 pm, Monday to Friday. Be certain to present your tax bill when paying and retain your payment receipt or transaction record as your receipt.

We also have a 24-hour drop-off box at the entrance of our building, 360 Pitt Street. Please use an envelope and include your remittance slip with your payment. Do not place cash payments in the drop-off box.

Pre-authorized payment plans

You can sign up for one of our three pre-authorized tax payment plans so you no longer have to worry about missed due dates, standing in lineups and budgeting.

For the Regular Instalment Plan, we withdraw your interim and final tax instalments on their due dates, four times per year. We mail these bills to you for your records. Please retain them for income tax purposes and verify the accuracy of the information provided.

You are responsible for four tax instalments per year, payable on the due dates specified on your bill. We will provide you with interim and final tax bills on:

  • Interim bill dates: last business day of March and April
  • Final bill dates: last business day of July and August

For the Monthly Instalment Plan, we withdraw a pre-determined amount from your account on the 1st or 15th of each month, from January through October. If the withdrawal date is not a business day, we process the payment on the next business day.

We adjust your monthly payment twice a year:

  • January - June: You pay 10% of the previous year's total tax levy.
  • July - October: We adjust your payment to reflect any increase or decrease in the current year's taxes.

If you have an account in arrears, you may enroll in the Arrears Payment Plan. We withdraw a pre-determined amount on the 1st of each month. Please contact the Billing and Collection Office to determine your payment amount. These withdrawals continue until the account is fully current. Please note that penalties will continue to apply to your unpaid balance throughout the duration of the plan.

Enroll in a pre-authorized payment plan

To enroll, you can download the Pre-authorized Payment Plan application or pick up an application from the Billing and Collection Office. Please select your pre-authorized payment plan directly on the form and include a VOID unsigned cheque. This allows us to securely identify your bank transit and account numbers.

Please mail or drop off your completed application with a void cheque at:

  • Billing and Collection Office

  • 360 Pitt St

  • PO Box 877

  • Cornwall ON K6H 5T9

You must submit your application and any required changes to the Billing and Collection Office at least 10 days prior to the next scheduled withdrawal. If you own multiple properties, please complete a separate Pre-Authorization Agreement for each one.

Please note

If a payment is not cleared by your bank, we will add a $35.00 service charge and a 1.25% penalty to your account. If you do not submit a replacement payment by the deadline, we will remove your account from the pre-authorized payment plan and notify you.
