Water Meters

The City of Cornwall is installing water meters in every home and business. A meter measures exactly how much water you use.

Benefits for you:

  • Fair billing: You will only pay for the water you actually use, not for the number of fixtures in your home.
  • Control your bill: Understanding your water use helps you manage your costs.
  • Find leaks: Your meter can help you detect hidden leaks early, preventing water waste and damage.

Meters help us find and fix leaks in the public water system quickly. This saves money for everyone and helps conserve our water supply.

Reading your meter

To monitor your daily water use:

  • Take a reading at a set time of the day 
  • Take another reading at the same time the next day
  • The difference between the two readings is your 24-hour water consumption

Note: If the red sweep hand is moving when all your fixtures are turned off, you may have a leak.

Meter installations

Neptune Technology Group is installing water meters neighborhood by neighborhood, starting in the east end of Cornwall. When our installers are ready for your neighborhood, we will mail you a letter with instructions on how to schedule your appointment and prepare for the installation. Check our interactive map to find your area. 

Booking your appointment

You can book your appointment online using the reference number from your letter, from Monday to Friday, 8 am to 8 pm, and Saturday, 9 am to 6 pm. You can also book your appointment by phone at 1-800-667-4387, Monday to Thursday, 8 am to 8 pm or Friday 8 am to 6 pm.

You can reschedule online or by phone at any time with no penalty. The installation and booking are free. You will never be asked for payment. An installer might knock on your door to help you book if you haven't scheduled yet. If you would like to confirm their identity, you can call Neptune at 1-800-667-4387. A legitimate installer will never ask you for money.

What to expect during your installation

During the appointment:

  • The installation takes 30 to 90 minutes
  • Your water will be temporarily shut off
  • An adult (18+) must be home for the entire appointment
  • The service is completely free; you will not be asked for payment

How to prepare:

  • Clear a Path: Ensure the installer has clear, easy access to your main water shut-off valve
  • Provide Space: Make sure there is enough room for the installer to kneel comfortably in front of the valve with their tools
  • Check your shut-off valve: Locate your main shut-off valve ahead of time and make sure it turns on and off easily

Meter installations will be performed by Neptune Technology Group, an experienced meter installation company. All installers are certified and trained to install water meters as per O.Reg. 572/99. As installers move into your area, you will receive a letter containing information on how to book and how to prepare for your appointment.

How do I recognize my water meter installer?

Every authorized Neptune installer is uniformed and carries identification, including name, picture, and ID number.

This is a mandatory program in accordance with By-law 2024-066. A water meter is mandatory at all properties connected to the municipal water service. Property owners who do not book an appointment may be subject to penalties, and/or may have the water supply terminated.

Yes, all existing City-owned meters will be replaced as part of this program.

Neptune Technology Group, on behalf of the City of Cornwall, has attempted to contact you using various forms of communication to arrange access to your property to have your water meter installed. In all cases, you have not responded to our requests. Participation in the program is mandatory in accordance with By-law 2024-066.

If you are a tenant, please contact the property owner when you receive any letters about the Water Meter Installation Program.

For each water service entering the property, one water meter will be installed.

The City is responsible for any future water meter maintenance, provided you, the owner, take reasonable precaution to prevent any damage to it. It is illegal to tamper with the water meter.
