Integrity Commissioner, Closed Meetings and Ombudsman

You can file a complaint with the Integrity Commissioner or the Municipal Ombudsman to report unethical behaviour, conflicts of interest or unfair treatment by municipal officials. Before you file a complaint, try to resolve the matter directly with the City of Cornwall first.

The City of Cornwall appointed David Boghosian from Boghosian+Allen LLP to all three roles. His term started on May 1, 2025 and lasts for two years. The City may extend his appointment for another two years. These appointments are made under sections 223.3, 239.1 and 223.13-14 of the Municipal Act. Filing a complaint

Please email Mr. Boghosian your completed complaint form or call 416-367-5558 ext. 211 for more information.

You can complain to the Integrity Commissioner if:

  • A member of council, local board or citizen committee breaks their code of conduct

  • There is a violation of the Municipal Conflict of Interest Act

  • You have concerns about the integrity, honesty or impartiality of an elected official

You can complain to the Municipal Ombudsman if:

  • Administrative staff treats you unfairly, unreasonably or violates your rights

  • A complaint with a city department remains unresolved

  • Poor, slow or faulty delivery of municipal services

  • Meetings that were illegally closed to the public
