To apply for a Lottery Licence to hold bingo, break-open ticket or raffle lotteries in the City of Cornwall, your organization must prove that one of its main purposes meets one of these charitable classifications.
Your organization must assist people in financial need, distress, suffering or social disadvantage, such as:
The homeless
Disabled persons
Victims of crime
Your organization must provide programs, supplies or facilities for scholastic or vocational training, such as for:
Public schools
Colleges or universities
Non-profit parent or teacher associations that support these institutions
Your organization must show that its programs and services provide religious services to the community, including maintaining a place of public worship.
Your purpose must be charitable and benefit the general public. Eligible purposes include:
Community project groups
Certain service clubs
Cultural or ethnic group improvement
Health quality improvement
Medical research
Public sporting and recreational facilities
Please note:
You must apply as the main entity (e.g., the school itself), not a specific class or department within it
Your organization is not eligible if it offers any program or curriculum that promotes racism, intolerance or violence
Educational funding does not cover professional development training (e.g., courses for teachers, lawyers or nurses)
Break-Open tickets (also called pull tabs or Nevada tickets) are instant-win lottery tickets.
To apply for a new licence, you must provide the Clerk's Division with:
A completed Break-Open Ticket Licence Application from two official members of your organization
Your organization's budget (past and upcoming year) and constitution or by-laws showing how the lottery money will be raised and used
If you do not sell tickets on your own premises, a Gaming Supplier registration from the third-party location where you'll sell tickets
Your Letters Patent (Federal) or Letters of Registration (Provincial)
A letter detailing your organization's objects and purposes

After submitting your application:
We will contact you by letter about your application status
If approved, the two signing officers must provide police clearances
You must pay a 3% licence fee on the total prize value. Payment must be by cheque from your official Lottery account, made out to "The City of Cornwall"
After selling tickets, you must:
Submit a completed Break-Open Ticket Report form and receipts for all expenses
Submit a Financial Year-End Statement at the end of your organization's fiscal year
Please note that your organization may only sell tickets from one location in the City of Cornwall. You must also comply with all Terms and Conditions from the Alcohol and Gaming Control Commission.
A raffle is an event where you sell tickets and randomly draw a winner from all tickets sold. The draw must be held within the City of Cornwall.
Eligible Prizes:
Merchandise, cash or a combination of both
Alcohol may be awarded as a prize, provided your organization verifies the winner is 19 years of age or older
To apply for a new licence, you must provide:
A completed Raffle Application from two official members of your organization.
A letter detailing what the raffle proceeds will fund.
Your organization’s budget for the past and upcoming year.
A copy of the raffle ticket (a hand-drawn sample is acceptable).
After submitting your application:
We will notify you of your application status by letter
If approved, your organization must provide police clearances for the two signing officers
You must pay a 3% licence fee on the total prize value with payment must be by cheque from your official Lottery account, made out to "The City of Cornwall"
After the raffle, you must, within 30 days of the event, submit a Raffle Report form, a list of winners and receipts for all expenses.
Please note:
Individuals are not eligible for raffle licences
For total prizes over $10,000, you must also submit an irrevocable bank Letter of Credit, payable to the City of Cornwall, valid for at least 45 days after the event date
You must comply with all Terms and Conditions from the Alcohol and Gaming Control Commission
