The City of Cornwall's new Municipal Grants Program Policy was approved by Council effective July 27, 2026. Applications for the 2027 Municipal Grants Program are expected to open in early 2027. Application forms, program guidelines, eligibility requirements, and submission instructions will be posted on this page once available.
The City of Cornwall supports eligible non-profit organizations through the Municipal Grants Program. The program provides financial and in-kind assistance to initiatives that demonstrate community benefit and align with Council priorities. Funding may support community events, ongoing programs and services, signature events, and eligible senior-focused initiatives.
Municipal Grants Program
The Municipal Grants Program is administered in accordance with the City's Municipal Grants Program Policy and Guidelines. The program promotes a fair, transparent, and accountable approach to distributing municipal funding while supporting initiatives that contribute to the social, cultural, recreational, health, environmental, and economic well-being of Cornwall residents.
Applications
Applications under the new Municipal Grants Program are expected to open in early 2027. Application forms, program guidelines, eligibility requirements, and submission instructions will be posted on this page prior to program launch.
Most funding streams operate under a continuous intake model and applications are subject to available funding and approved program budgets.

The Municipal Grants Program includes four funding streams
Community Events Stream
Supports public-facing community events, festivals, cultural celebrations, recreational activities, and other initiatives that encourage community participation and engagement.
Maximum Annual Support: Up to $10,000 per application through financial assistance, in-kind assistance, or a combination of both.
Community Funding Stream
Supports organizations delivering ongoing community programs and services that contribute to community well-being, capacity building, and public benefit.
Maximum Annual Support: Up to $10,000 per organization through financial assistance, in-kind assistance, or a combination of both.
Signature Events Stream
Supports established, Council-recognized events that generate significant community, tourism, cultural, or economic benefits for the City of Cornwall.
Maximum Annual Support: Up to $25,000 per organization through financial assistance, in-kind assistance, or a combination of both.
Senior Social Connection Grant Stream
Supports eligible senior-focused organizations and programs that strengthen social inclusion, community connection, and well-being for seniors.
Maximum Annual Support: Up to $10,000 per organization through financial assistance, in-kind assistance, or a combination of both.
Eligibility
Applicants must:
- Be an eligible non-profit organization operating primarily within the City of Cornwall.
- Be in good standing with the City of Cornwall.
- Meet the eligibility requirements established for the applicable funding stream.
- Reapply annually for funding consideration. Previous approvals do not guarantee future funding.
Individuals, for-profit businesses, government organizations, and publicly funded institutions are not eligible for funding under the Municipal Grants Program.
Reporting Requirements
Successful applicants will be required to enter into a funding agreement with the City of Cornwall and submit reporting requirements in accordance with the Municipal Grants Program Policy and applicable stream guidelines. Final reports must generally be submitted within 90 days of the completion of the funded initiative or reporting period.
