Our Home Child Care Program is a bilingual program operated by the City of Cornwall and is licensed under the Child Care and Early Years Act, 2014 (CCEYA). We offer full-time and part-time home-based early learning and care in a family setting that is equitable, affordable and accessible to all residents of the City of Cornwall and the United Counties of Stormont, Dundas and Glengarry.

Licensed Home Child Care is government-regulated early learning and care that takes place in homes of approved home child care providers who work with our agency. The Child Care and Early Years Act is the Ontario Government law that sets the minimum standards for operating licensed child care centres and home child care agencies. Licensed Home Child Care provides children with a warm, loving, inclusive, safe and stimulating environment as well as offering a sense of security for parents and a supportive environment for child care providers.

 Information for Parents

Our program aims to match each child and family with a compatible provider in his/her community. The Home Child Care Program offers high quality full fee and subsidized child care for infants to 12 years of age. Full time and part-time child care arrangements are available, including flexible hours. 

Among the many advantages of this type of care are the smaller child to provider ratio.  We offer the support of our team of professionals to the parents and providers. Parents can be confident that their child is receiving quality care.

The home child care provider is a caring and nurturing person who offers a stimulating environment for children.  The provider is carefully screened through a comprehensive screening process and home assessment by a highly skilled child care advisor.  Screening includes the following:

  • Criminal Reference Check
  • Children's Aid Society background check
  • Medical
  • Home fire inspection
  • Written references

Each home child care provider must follow directives regarding health and safety, nutrition, activities, as well as number and ages of children permitted as set out by the agency and Ministry of Education.  Home child care providers are limited to 6 day care children. Her own children are included in the following age and number restrictions for children under the age of 6 years:

  • maximum of 6 children under the age of 13
  • maximum of only 2 children under the age of 2 (including their own children)

Each home is visited routinely by a child care advisor trained in Early Childhood Education who offers ongoing support and guidance and ensures that the requirements of the Child Care and Early Years Act are met. The child care advisor will monitor and make certain that the physical, emotional and social needs of your child is being met.

Early Childhood Educators (ECEs) are teachers of children from infancy to school age who work in child care and who have completed training in child development, child safety, nutrition, children's programming and administration either through a college diploma or a university degree program. ECEs are responsible for the development, planning and implementation of activities that protect and promote children's intellectual, physical, social and emotional growth. Supervisors of child care centres and home child care agencies must have their ECE or equivalent and at least two years of experience working in a child care centre.

Your child will have access to many resources such as equipment, age appropriate toys, arts and craft materials, books, playgroups and special events.

You have access to support from child care professionals on child development.  We believe close cooperation and communication between the three partners of the "team" - parent, provider and child care advisor is key to a successful child care relationship.  

How to Become a Home Child Care Provider

The Home Child Care Program is always looking for Home Day Care Providers in the City of Cornwall and the United Counties of Stormont, Dundas and Glengarry who are interestedbin caring for children in their homes.

The goal of our Home Child Care Program is to provide children with a warm, loving, inclusive, safe and stimulating environment as well as offering a supportive environment for child care providers.

  • You are paid 30 absent days / vacation days

Responsibilities:

  • Offer a safe, healthy and stimulating environment for children
  • Provide age appropriate activities that meet the needs of individual children
  • Provide nutritional meals and snacks
  • Work in collaboration with program Child Care Advisor and parent(s)
  • Contracted to the City of Cornwall which services the United Counties of Stormont, Dundas and Glengarry
  • Provide child care in your home to no more than 6 day care children under the age of 13
  • Provide criminal reference check, including a Vulnerable Sector Screen for anyone residing in the home that is over the age of 18 years
  • Maintain homeowners' insurance policy covering contents and liability

The Home Child Care Licensed Agency is a program within the Child Care Services Division of the Social and Housing Services Department of the City of Cornwall.

Home Child Care Fees

Schedule of Daily Rates for Home Child Care Regular Agency Rate Current Rate Adjusted for Child Care Affordability Pilot Program beginning December 1, 2017

1. Services consisting of a minimum of 9.5 hours to a maximum of 12            hours, including the provision of meals and snacks.

2. Services consisting of a minimum of 6.5 hours to a maximum of 9.5                 hours, including the provision of a meal and snacks. $30 $27
3. Services consisting of a minimum of 4.5 hours to a maximum of 6.5 hours,       including the provision of a meal and snacks. $24 $21
4. Services consisting of up to a minimum of 2 hours to a maximum of 4.5           hours, including the provision of snacks. $13 $13
5. Services consisting of a maximum of up to 2 hours before and after school       only. $9 $9
6. The foregoing fees will be supplemented by an amount of $5.00 for the           provision of non-traditional hour services on a weekend, during evening           hours or overnight and for school aged children (6-12 years) with special         needs.

7. Services for infants up to 18 months will receive an additional allowance. $3 $0

Note:  Our Home Child Care Agency is participating in the City of Cornwall 2-year affordability pilot program. Therefore, fees under rates 1, 2, 3 and 7 have each been reduced by $3 for the duration of this program.  This program is being funded by the Province of Ontario and the Government of Canada.

Parents are responsible to pay for ten (10) statutory holidays as noted in the parent handbook, up to ten (10) vacation days and up to eighteen (18) absent days every calendar year. Also, parents are required to provide the Agency with two weeks notice of termination of services. An invoice will be issued to you by the Agency on a monthly basis. Payment is accepted by pre-authorization payment plan, cheque and post-dated cheques for the payment of child care services incurred with the department. Receipts are provided each February for income tax purposes.
