Children’s Services supports a child care system that is affordable, accessible and accountable. 

We support families, children and licensed child care programs by providing:

 Child Care and Early Years Service System Plan

The City of Cornwall manages child care for Cornwall, Stormont, Dundas, and Glengarry. The Child Care and Early Years Act, 2014, governs our work.  We have to establish a service system plan under the Act.

Service managers play a critical role:

  • they maintain in-depth knowledge about the community's needs,
  • they plan and manage the system,
  • they identify and address service gaps,
  • they support service coordination

Our five-year service system plan serves Cornwall, Stormont, Dundas, and Glengarry.

Ontario's Child Care Vision
  • Child care is foundational to supporting early childhood development, learning, well-being and student success. It is a key enabler of workforce participation, particularly for women, both as parents and providers.
  • Ontario has developed an Action Plan with five key pillars to achieve this vision: 

  1. Affordability: Reduce parent fees for children aged 0-5 to achieve $10/day average fees. 
  2. Quality: Increase number of RECEs to 60% of workforce & implement wage minimums.
  3. Access: 86,000 new child care spaces created in high need areas by December 2026. 
  4. Inclusion: Ensure affordable spaces and access to child care for priority populations, including low income, vulnerable children, Francophone, Indigenous, and other diverse communities. 
  5. Data and Reporting: Support successful implementation through data and reporting.

Expression of Interest for Licensed Child Care Expansion

Operators wanting to expand or create new licensed child care spaces in the City of Cornwall and/or the Counties of Stormont, Dundas and Glengarry are asked to submit an Expression of Interest (EOI) by clicking here.

Operators interested in creating new child care spaces outside of the CWELCC Directed Growth Strategy (i.e. for school age children only or outside of the CWELCC program for any age group) should also complete and submit an EOI.

Please note that an EOI does not guarantee enrolment in CWELCC or any funding.

Who should complete this EOI?

Any licensed child care Operator who intends to create new licensed child care spaces (centre and home based) in the City of Cornwall and/or the Counties of Stormont, Dundas and Glengarry, either as part or outside of the CWELLC Directed Growth Strategy.

This includes Operators who are:

·         Licensed Centre Based operators;

·         Licensed Home Child Care agencies;

·         CWELCC-participating and non-participating Operators; and/or

·         Operators planning a licensing revision in a site already enrolled in CWELCC.

How to complete the EOI

Operators who intend to create new child care spaces in the City of Cornwall and/or the Counties of Stormont, Dundas and Glengarry, should complete one (1) EOI per site in which they are intending to expand/open spaces.

All sections of the EOI must be completed for the submission to be reviewed by the City. Incomplete submissions or those that are missing information will not be considered. 

Submission Evaluation

In submitting an EOI, the Operator agrees that it shall accept the decision of the City as to whether a submission meets the requirements. Submitted EOIs will be reviewed and evaluated by City staff.

Operators shall be evaluated on their EOI submission including community need, current child care operating experience, as well as alignment to the principle of equity, inclusion, accessibility, affordability and sustainability.
