The City of Cornwall is organized into departments. Each department aims to serve residents by offering high-quality services and programs.

Chief Administrative Officer

The CAO is responsible for the overall management of the City of Cornwall's operations, programs, services and assets. Each department manager reports to the CAO. She works closely with this management group to plan and review all activities, issues and programs that impact municipal operations and the public good. The CAO also ensures that all appropriate matters are brought to City Council for review and approval.

Department of Corporate Services

Human Resources staff hire, train, develop, and motivate City employees. Staff administer employee benefits, provide labour relations assistance, ensure fair treatment of employees, and ensure adherence to health and safety legislation.

The City Clerk leads a team that provides services to residents: vital statistics, lottery licensing, marriage ceremonies, Commissioner of Oaths, and customer service. The team prepares Council agendas, minutes, by-laws, and resolutions. The Clerk’s Division is the official archivist for the municipality and preserves matters of public record.

Department of Financial Services/Treasurer

The Department of Financial Services...

  • fulfills the statutory duties of the Treasurer;
  • provides financial advice and information to Council, other Departments, to taxpayers, and external entities;
  • provides accounting, purchasing, AP, and AR services;
  • performs internal audits;
  • maintains the investment portfolio and the debt register;
  • administers the property taxation and water/wastewater revenue function;
  • coordinates and prepares the Corporation’s operating and capital budget, and prepares the Financial Statements for the City and submission to the Province.  

Insurance/Risk Management Services division is responsible for administering the City’s risk management and insurance programs; including, suitable insurance coverage for the City and the administration of claims.

Department of Planning, Development & Recreation

Planning, Development & Recreation is a large department charged with overseeing the City's official planning documents, by-laws, permits, economic development and tourism efforts, municipal facilities, and recreation programs. Department of Infrastructure & Municipal Works

Staff are responsible for engineering and operations associated with streets and right-of-wayswater distributionwastewater treatmentwater purificationwaste managementparks and forestry, environmental sustainability, as well as Cornwall Transit.

Cornwall Fire Services

The fire department responds to emergencies beyond fires, such as motor vehicle collisions, ice and water rescue, and hazardous materials incidents. Staff at two bases aim to make Cornwall a safer place to live, work, and play by preparing for emergencies, offering public education opportunities, and connecting with the community.

Paramedics Services

Cornwall SDG Paramedic Services provides 24-hour 365-day emergency coverage to the over 111,000 residents and visitors to our community. Through community paramedicine, the service works with vulnerable residents to ensure they are receiving the right care.

Glen Stor Dun Lodge

Glen Stor Dun Lodge is a non-profit long term care facility offering outreach services. The beautiful waterfront building is home to over 130 residents.
