Asphalt Resurfacing Projects

At the City of Cornwall, we use a system called the Pavement Management System to find out which streets need work the most. We also think about how to improve roads when addressing other infrastructure like water and sewer pipes. We follow Ontario's road building guidelines, which sets ratings a street needs to get before we may repave it:

  • Arterial streets (busy roads): rating below 70

  • Collector streets (medium traffic): rating below 60

  • Local streets (small roads): rating below 50

We also consider how many cars use the road each day and the speed limit. The City must follow Ontario Regulation 239/02, which sets minimum maintenance standards for different types of roads (Class 1 to 6). We also listen to our road maintenance staff, look at what's happening with pipes and other utilities underground, and take public comments into account when deciding which streets to pave.
