Condominiums
A condominium is a way of owning property where individuals hold the title to a specific unit within a building. This form of ownership can apply to residential, commercial or industrial buildings, and sometimes institutional buildings. You can create condominiums in new buildings or through conversions of rental properties. The condominium corporation manages the common elements of the building and outside lands, which are shared by all unit owners.
Apply for a condominium approval
Condominium plans divide property and must be approved by the City of Cornwall. As part of your application, you may apply for an exemption from Section 51 of the Planning Act. This still requires draft plan approval but avoids full public circulation.

If the form or draft plans are incomplete or unclear, we will return your application for corrections. The property owner or an authorized agent must complete the application. Please include all required Development Charges. If an agent is applying, you must include written permission on the draft plan. Please include four copies of your application when submitting. Be sure to keep a copy for your own records.

Before you apply, review the Official Plan, Zoning and policy information. The draft plan must follow the Official Plan or include an Official Plan Amendment. The City and the Ministry of Municipal Affairs will review the draft plan and if required, any amendment. Make sure that you also complete any necessary studies. This helps speed up the review. We will notify you if more studies are needed.
As the owner, it’s your responsibility to research the site and ensure the proposal meets the Provincial Policy Statement and supports the health, safety and welfare of future residents or tenants.
Our process and what happens next
After we accept your completed application, we may consult with officials from other municipalities, ministries and agencies for input and recommendations. Once we review the plan and recommendations, we may approve the draft plan with certain conditions. You must meet all conditions before the final plan is approved. The agencies involved will confirm when conditions are met.
In some cases, the application may be referred to the Ontario Municipal Board for a decision, as per sections 51(34-39) of the Planning Act.
