Work Order Reports and Compliance Letters
You can request Work Order Reports, Zoning Compliance Letters, Agreement Compliance Letters, and ESA Phase 1 Letters from the City of Cornwall’s Planning Division. Each letter provides important information about a property, such as open permits, zoning details, approval status or environmental records.
You can pay by cheque made out to "The Corporation of the City of Cornwall," or by credit or debit card over the phone or in person. To arrange payment by phone, please call us at 613-930-2787 ext. 2328. Please note that credit and debit card payments include a 3% surcharge. For most services, we will review only after receiving your payment. The only exception is Agreement Compliance Letters.
Work Order Reports
Lawyers usually request a Work Order Report for a property transaction or financing. The report tells you:

If there are any open building permits or outstanding work orders for municipal by-laws

The property's Zoning, Official Plan Designation, and MPAC Description

Whether the property is a designated Heritage property

Whether the property falls under Site Plan Control

Any relevant decisions from the Committee of Adjustment

Zoning Compliance Letters
A Zoning Compliance Letter certifies that a specific land use is allowed in a particular zone. Provincial approval authorities and lenders usually require these letters.

Agreement Compliance Letters
An Agreement Compliance Letter provides a brief update on the status of any approvals or agreements linked to a property. These include site plan, subdivision and condominium agreements.
Requesting an Agreement Compliance Letter
Please email us your completed application. The fee is $330 plus $140 for each hour of staff time beyond the first hour. Planning staff will confirm the total fee after completing their review and will contact you for payment.
Environmental Site Assessment (ESA) Phase 1 Letter
An ESA Phase 1 Letter provides municipal records to help you prepare a Phase 1 Environmental Site Assessment for a property. The turnaround time is 10 to 15 business days.
Requesting an Agreement Compliance Letter
Please email us your completed application and make payment by either cheque or credit or debit card. The fee is $180. You can pay by cheque, credit card, or debit card.
