Most brownfield sites in Cornwall are small-scale properties located along key commercial corridors, including Pitt Street, Second Street, Ninth Street, Montreal Road, Brookdale Avenue, and Vincent Massey Drive.
Brownfields
Brownfields are abandoned, vacant or underutilized commercial and industrial properties where past use may have resulted in actual or perceived contamination. These sites are often located in urban areas with access to existing services within Cornwall. Redeveloping brownfields offers many benefits, including:

Types of brownfield sites
Cornwall has a variety of brownfield sites, each offering unique opportunities for redevelopment.
Redevelopment opportunity sites
Several sites offer significant potential for new residential, commercial, recreational, or community uses.
Located near existing industrial or commercial areas on the edge of the city, these sites are well-suited for new commercial or industrial development.
Brownfields are often situated in strategic areas close to downtown, with access to public transit, water, sewage, schools, parks and other infrastructure. This makes them ideal for a mix of residential, commercial, retail and mixed-use development.

Available programs
Review the eight programs available to find the ones that best apply to your project and development goals.
Cornwall Brownfield Rehabilitation Grant
Through this grant, the landowner or developer pays the full cost of redevelopment, including the resulting increase in annual property taxes. The City then provides an annual grant that reimburses all or part of the municipal portion of that tax increase, based on an established base assessment and tax amount.
Environmental Site Assessment (ESA) Grant and Project Feasibility Study Grant
This grant supports sites that have already completed a Phase 1 ESA. It provides partial funding, up to 50% of study costs, subject to a maximum dollar cap, to help cover Phase II and Phase III environmental assessments. These studies help determine the nature and extent of contamination and assess whether the proposed use of the site is viable given its environmental conditions.
Brownfield Property Tax Cancellation Assistance
This program helps landowners by cancelling the increase in property taxes that results from redevelopment. Eligible projects may receive a combined cancellation of both the municipal and education portions of the tax increase over a set period of time.
Municipal Planning/Development Fees Grant
This program helps reduce development costs by rebating municipal planning and development fees. Once approvals, building permits, or occupancy permits are secured, eligible fees are rebated 100%.
Municipal Brownfield and Urban Information Service Program
This program creates and maintains a database of key potential brownfield sites. It includes helpful details such as site size, current use, ownership, and zoning. The goal is to support ongoing redevelopment, renovation, and reuse of brownfield properties.
Discretionary Municipal Tipping Fees Grant
This program helps reduce development costs by providing assistance for the removal and disposal of non-hazardous material at the municipal landfill.
Municipal Property Acquisition, Disposal and Marketing Program
This is an opportunity-driven program where the City of Cornwall may invest in buying, selling or leasing municipal property. The goal is to support small, medium and large-scale brownfield redevelopment projects as opportunities arise.
Payment-in-Lieu of Parkland Dedication
This program helps reduce development costs by using existing legislative discretion to exempt landowners from making a cash-in-lieu payment for parkland dedication. This program applies only to sites where dedicating land for parkland is not feasible.
