Tax Department Relocation

Effective July 13, 2026, the Tax Department has relocated to the main floor of the Cornwall Civic Complex (100 Water St. East).

In-person tax and water bill payments are no longer accepted at City Hall. Please visit our new office at the Civic Complex for all in-person services. Free parking is available on-site.

Environmental Approvals

The Ministry of the Environment, Conservation and Parks (MECP) has introduced a modernized approach to the Environmental Compliance Approval application process, now called the Consolidated Linear Infrastructure Environmental Compliance Approval (CLI ECA). This approach is intended to reduce the burden on municipalities, developers and the ministry, while imposing a consistent set of conditions intended to improve environmental protection. The City of Cornwall now has this approval.

Current Environmental Compliance approvals

In an attempt to streamline this process, the City has compiled application packages and checklists to assist developers seeking approval from the municipality under the new CLI ECAs governing the municipal sewage collection system and stormwater management system. You will find each below. Additionally, you will find the same for Form 1 – Watermains approvals.

Request CLI ECA alterations application, when the project involves changes to City‑owned sanitary or stormwater infrastructure, including:

  • Changing, replacing or extending sanitary sewers and storm sewers, including extensions into new residential developments.
  • Changes that are on the City-owned property that includes parks and community centres serving a single parcel of land.
  • Adding new sewage pumping stations or changing existing sewage pumping stations.
  • Adding new stormwater management facilities or changing existing facilities (examples: wet pond, infiltration basins, engineered wetlands, oil grit separators).
  • Adding new or changing existing equipment with emissions to air (examples: emergency power generators or venting for odour control) related to sanitary and storm sewers, sewage pumping stations and/or stormwater management facilities.

A CLI ECA alteration is not required for:

  • Privately owned sewage works
  • Lateral sanitary or storm connections
  • Maintenance hole or catch basin installation as part of lateral connections
  • Alterations on industrial, institutional, or commercial lands involving private infrastructure

For these projects, it may still be necessary to obtain an individual ECA from the MECP.

Application Packages

The following applications must be completed by the developer and their engineering consultant for the applicable infrastructure alteration. In addition please note the new post-construction requirements.

Technical review process

A detailed technical review is required to assess the: 

  • completeness and adequacy of the submitted detailed design and other supporting information. 
  • compliance of the application with design standards and guidelines, terms, and conditions of the City’s CLI ECA SWM Agreement.
  • conformance with the principles of sound engineering to evaluate the impacts of the proposed works on the municipal stormwater management system. 

Additional information request

  • During the detailed review, the reviewer may determine that more information is necessary for a proper assessment of the application. The reviewer will request this additional information from the applicant and/or the applicant’s agent.

Approval process

  1. After completing the detailed technical review and addressing all outstanding issues, the reviewer ensures the design engineer has completed and signed Parts 1, 2, and 3 of the CLI ECA permit application forms.
  2. The reviewer then forwards the application to the City’s signing authority. Once the signing authority approves it, an electronic copy of the permit form is sent to the Supervisor of wastewater collection and water distribution.
  3. The issuing of this Approval does not negate the requirements of other regulatory agencies, which may include: 
    • Ministry of Natural Resources 
    • Raisin Region Conservation Authority
    • Fisheries and Oceans Canada
    • Transport Canada
    • Other agencies as required
