Rescheduled PAC Meeting: OPA No. 7 & Z-01-26

TAKE NOTICE that the Planning Advisory & Hearing Committee (PAC) meeting originally scheduled for Tuesday, February 17th, 2026, at 7:00pm has been RESCHEDULED for the PAC Meeting of Monday, March 9th, 2026, at 7:00 pm.  The public meeting will be held in the Council Chambers of City Hall located at 360 Pitt Street to gather public input regarding a proposed Zoning By-law Amendment to the Municipality’s Zoning By-law as amended and a proposed amendment to the City’s Official Plan. 

FURTHER TAKE NOTICE that the Council of the Corporation of the City of Cornwall gives public notice of a receipt of an application for an Official Plan Amendment to consider a proposed Official Plan Amendment to the City of Cornwall Official Plan in accordance with Subsections 17(15) and 22 of the Planning Act R.S.O. 1990, as amended and receipt of a complete application for a Zoning By-Law Amendment to consider a proposed zoning amendment to the City of Cornwall Zoning By-Law 2022-001 under Section 34 of the Planning ac. R.S.O 1990 as amended. 

LANDS AFFECTED: The subject properties are legally described as Part of Lots 13 to 15, Concession 1, being lots 1 to 22 and 25 to 37 and part of lots 23 and 24 on Plan 18, Part 1 on RP52R5274, and parts 1 to 6 on RP 52R5282 in the City of Cornwall, located at 800 Second Street West.

PROPOSED OFFICIAL PLAN AMENDMENT: 

The purpose of Amendment No. OPA No. 7 to the Official Plan for the City of Cornwall, being an amendment initiated by an individual pursuant to Section 22 of the Planning Act, is to change the designation of a majority of the subject lands from Comprehensive Redevelopment Area to Urban Residential and to redesignate a portion of the eastern lands from Comprehensive Redevelopment Area to General Commercial to align with the proposed development which seeks redevelop the site with a residential subdivision containing 48 residential lots and 22 residential blocks in addition to acknowledging an commercial use on the site 

PROPOSED ZONING BY-LAW AMENDMENT: 

The purpose of the amendment is to rezone the site from Employment Area Light Exception 2 (EAL-2 [H]) zone, to one site specific Residential 20 (RES 20 – #) zone, Residential 20 (RES 20) zone, one site specific Residential 40 (RES 40 – #) zone, Open Space (OSP) zone, and one site specific General Commercial (GC – #) zone to permit the development of a residential subdivision containing 48 residential lots and 22 residential blocks with open space blocks and to recognize the existing commercial use on the site. 

ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Official Plan Amendment and/or the proposed Zoning By-Law Amendment. 

Written comments from the public are requested by March 2nd, 2026, for consideration and to be addressed at the public meeting.

If you wish to be notified of the decision of the City of Cornwall on the proposed Zoning By-Law Amendment you must make a written request to the City of Cornwall, 100 Water St E, Cornwall, ON K6H 6G4, Attention: Planning Division or at planning@cornwall.ca

If a person or public body would otherwise have an ability to appeal the decision of council of the City of Cornwall to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Cornwall before the by-law is passed, the person or public body is not entitled to appeal the decision. 

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Cornwall before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

IF A PROPERTY CONTAINS SEVEN OR MORE RESIDENTIAL UNITS, the owner is required to post this notice at a location that is visible to all the residents.  

THE SUBJECT PROPERTY IS the subject of an application under the Act for an amendment to a zoning by-law and an amendment to an official plan being files OPA No. 7 & Z-01-26 and is not the subject of an application under the Act for a minor variance or a consent or a Minister’s zoning order.
