NOTICE OF THE PASSING OF A BY-LAW BY THE CORPORATION OF THE CITY OF CORNWALL TO REGULATE LAND USE PURSUANT TO SECTION 34(18) OF THE PLANNING ACT, R.S.O. 1990, c. P.13
TAKE NOTICE THAT the Council of the Corporation of the City of Cornwall passed Zoning By-law Amendment, 2026-96, on Tuesday, October 13th, 2026, pursuant to the provision of Section 34(10) of the Planning Act, R.S.O. 1990 c.P.13.
AND TAKE NOTICE THAT no written or oral submissions related to the application have been received by staff.
THE PURPOSE AND EFFECT of the proposed zoning by-law amendment to the City of Cornwall Zoning By-law would rezone a portion of the lands associated with 217 and 219 Baldwin Avenue to be rezoned from Residential 10 (RES 10) to Special Uses (SPU). The purpose of the rezoning is related to a lot addition that was granted provisional consent in 2024, permitting the transfer of that portion of 217 and 219 Baldwin Avenue to 614 Second Street East. And the proposed zoning by-law amendment would ensure consistency with the existing zoning of 614 Second Street East.
A copy of the By-law is available for viewing in the office of the City Clerk between 8:30 a.m. and 4:30 p.m. Monday to Friday. A key map (Appendix A) is provided with this Notice showing the location of the lands affected by By-law Number 2026-96.
TAKE NOTICE that an appeal to the Ontario Land Tribunal in respect to all or part of this Zoning By-law Amendment may be made by filing a notice of appeal with the City either via the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at https://olt.gov.on.ca/e-file-service by selecting Cornwall as the Approval Authority or by mail to Cornwall City Hall, 360 Pitt Street, Cornwall, ON K6J 3P9, no later than 4:00 p.m. on NOVEMBER 12, 2026. The filing of an appeal after 4:00 p.m., in person or electronically, will be deemed to have been received the next business day. The appeal fee of $1,100 can be paid online through e-file or by certified cheque/money order to the Minister of Finance, Province of Ontario.
