NOTICE OF PUBLIC MEETING Z-06-26
PURPOSE OF THE MEETING:
The City of Cornwall’s Planning Advisory and Hearing Committee (PAC) will hold a public meeting on September 21st, 2026, at 7 p.m., in the Council Chambers of City Hall. The purpose of the meeting is to consider an application for a Zoning By-law Amendment for the lands affected. In accordance with the Planning Act, the meeting will serve as an opportunity for the public to make representations in respect of the proposed amendment and to obtain further information about the application.
LANDS AFFECTED: The subject properties are legally described as Part East Half Lot 7, Concession 2; Part 1 on Reference Plan 52R-5873 in the City of Cornwall, located at 1700 McConnell Avenue.

ZONING BY-LAW AMENDMENT (Z-06-26)
The purpose of the proposed Zoning By-law Amendment is to facilitate the development of three new buildings intended for a general contractor's office, a tool rental facility, and a potential trade contractor's office or similar commercial use.
The application proposes to rezone the subject lands from the Highway Commercial (HC) Zone to a site-specific Highway Commercial Exception Zone (HC-##) to permit ‘warehouse’ and ‘outdoor commercial storage’ uses in addition to the uses currently permitted within the HC Zone.
The proposed amendment would also establish the following site-specific standards for the HC-## Zone, several of which are related to a future consent application that would create three separate parcels:
- A minimum lot frontage of 37 m whereas a minimum lot frontage of 60 m is required under Section 15.2 b).
- A minimum interior side yard setback of 2.3 m where the lot does not abut a Residential Zone whereas a minimum interior side yard setback of 7.5 m is required under Section 15.2.e) ii.
- A landscape strip of 0 m along interior lot lines not abutting a street for commercial and industrial uses’ parking areas and lots whereas a landscape strip with a minimum width of 1 m is required under Section 3.21.2.6.
- To permit the parking and loading area in the rear to be constructed with gravel instead of suitable hard surface material as required under Section 3.21.5.6.
HOW TO PARTICIPATE:
ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Zoning By-law Amendment.
Written comments from the public are requested by September 14, 2026, for consideration ahead of the meeting.
