City of Cornwall Appoints Juliette Labossière as Interim General Manager of Human Services

The City of Cornwall is pleased to announce the appointment of Juliette Labossière as Interim General Manager of Human Services, effective September 8, 2026. Ms. Labossière has been hired on a six-month contract and will support the organization’s leadership, operational continuity, and service delivery in Human Services during this interim period.

Ms. Labossière most recently served as Executive Director of the United Way of Stormont, Dundas and Glengarry, where she worked closely with the City, community agencies, health partners, Indigenous communities, and regional interest holders to strengthen local supports and services.

In addition to leading strategic planning, financial management, governance, policy development, and staff supervision, she co-led the Regional Emergency Strategic Response Council, helped establish the IDEA Coalition, and developed the UWC SDG Last Resort Fund, initiatives that have generated millions of dollars in investments and direct support for households across the region. Prior to United Way, she served as a Service Planning Coordinator with the Children's Hospital of Eastern Ontario (CHEO), supporting families with complex needs through integrated and coordinated service delivery.

Fully bilingual in English and French, Ms. Labossière holds a Bachelor of Arts (Honours) in International Studies from Trent University and a Project Management Certificate from Algonquin College.

The City of Cornwall would also like to thank Louis Savard for stepping in as interim General Manager of Human Services over the past several weeks. He will now resume his full-time role as Director of IT, Innovation, Digitization and Special Projects.
