2025 Culvert Rehabilitation - Various Locations

Background

The City of Cornwall will be rehabilitating culvert crossings at various locations throughout the city in 2025. Culverts are essential to our drainage systems.  

The rehabilitation process is called cured-in-place culvert lining. The process consists of inserting a flexible liner into the existing culvert. Once the liner is in place, steam is used to 'cure' or harden the liner. The process creates a new culvert inside of the existing one.

What to Expect During Construction

Here’s how the replacement of a culvert will work:

  1. Setting up by-pass pumps and sediment and erosion control measures. These measures serve to protect fish and wildlife.
  2. Cleaning the existing culvert.
  3. Installation of the new liner.
  4. Restoration – includes ditch cleaning, new topsoil and sod/seed.

Before the work starts, you may see utility companies (Enbridge, Bell, etc.) in the area. They are moving their infrastructure to accommodate the work. If you have any service disruptions, please contact them directly.

There may be days where you don't see the Contractor on site in between the different stages (1-5). This is a normal part of the process. The Contractor has many crews that do different types of work.
