Municipal Class Environmental Assessment for Brookdale Avenue from Seventh Street West to Fourteenth Street West
Purpose
The City of Cornwall is undertaking a Schedule ‘C’ MCEA 2024 for improvements to Brookdale Avenue from Seventh Street West to Fourteenth Street West. These improvements are proposed to improve safety and address deteriorating condition of asphalt, provide pedestrian and cycling facilities, accommodate increasing traffic volumes across all modes, and plan for future modifications to the City’s transportation system.
Process
The Municipal Class EA study will follow the Schedule ‘C’ process:
- Phase 1 (Identify the Problem or Opportunity)
- Phase 2 (Identify Alternative Solutions and Establish the Preferred Solution)
- Phase 3 (Identify and Evaluate Alternative Design Concepts)
- Phase 4 (Environmental Study Report)
Community Engagement
Engaging with the public, Indigenous Nations, regulatory agencies, and other interested parties is a key component of the Municipal Class EA process, and we want to hear from you.
During Phase 2, the first Public Information Centre (PIC) was held to gather public insights on the alternative solutions. The second PIC, which will share progress and alternative design concepts, will be held on March 31, 2025, from 5:30 to 7:30 pm at the MacEwen Room, Benson Centre (800 Seventh Street West, Cornwall). This will be an opportunity for participants to learn about and provide input specific to proposed intersection designs and pedestrian crossing locations.
Preferred Solutions
Based on your feedback at PIC #1, the following preferred solutions were selected for each intersection:
Seventh Street Court and Seventh Street West
- Roundabout: Consolidate intersections into a roundabout at Seventh Street Court.
Ninth Street West
- Signalized Intersection Optimizations: Add double left-turn lanes in the southbound and eastbound directions and optimize signal timing.
Twelfth Street West and Rosemount Avenue
- Right-turn Channels: Implement right-turn channels to prohibit left-turn movements out of Twelfth Street West and Rosemount Avenue into Brookdale Avenue.
Thirteenth Street West/Vincent Massey Drive
- Signalized Intersection Optimizations: Add a new northbound left-turn lane and optimize signal timing.
Fourteenth Street West
- Do Nothing: Maintain current configuration.
Alternative Design Concepts
The following alternative design concepts will be considered at PIC #2 before selecting a preferred concept in each case:
Midblock Pedestrian Signals (MPS) at Seventh Street Court
- Implement a midblock pedestrian signal (MPS) crossing at a location approximately 130m north of the centre of the proposed new roundabout. Another MPS crossing would be placed approximately 130m south of the proposed new roundabout, providing a safe connection to the bus stop on the east side of Brookdale Avenue.
- Implement an MPS crossing approximately 150m south of the Ninth Street West intersection, at the Brookdale Centre plaza entrance (960 Brookdale Avenue). Another MPS crossing would be placed approximately 130m south of the proposed new roundabout, providing a safe connection to the bus stop on the east side of Brookdale Avenue.
Right-turn Channels at Ninth Street West
- Maintain the existing right-turn channels at the Ninth Street West intersection.
- Remove the existing right-turn channels at the Ninth Street West intersection.
Pedestrian Crossings at or south of Twelfth Street West
- Implement an intersection pedestrian signal (IPS) crossing at Brookdale Avenue and Twelfth Street West.
- Implement an MPS crossing approximately 50m south of the intersection of Brookdale Avenue and Twelfth Street West, providing a safe connection to the bus stop on the east side of Brookdale Avenue.
Right-turn Channels at Thirteenth Street West/Vincent Massey Drive
- Maintain the existing right-turn channels at the Thirteenth Street West/Vincent Massey Drive intersection.
- Remove the existing right-turn channels at the Thirteenth Street West/Vincent Massey Drive intersection.
