Background

The City will be reconstructing Sydney Street between Seventh Street E and Ninth Street in 2022.

The project includes rebuilding the road corridor (new pavement, curbs, sidewalks) and the installation of a new water, storm and sanitary sewer mains.

The project involves the separation of the existing combined sewer(s). Sewer separation involves replacing the existing sewer (which includes both storm and sanitary flows) and installing separate pipe networks for storm and sanitary flows. When combined sewers are separated, it reduces the flow of rainwater into the sewage system and the Wastewater Treatment Plant. This reduces basement flooding because there is less water flowing into the pipes that are connected to homes. It also reduces the possibility of water bypassing the Wastewater Treatment Plant and going into the St. Lawrence River.

What to Expect During Construction

The project will involve the following work/stages:

  1. Installation of a temporary watermain in the boulevard
  2. Installation of temporary water services from the watermain to your outdoor taps.
  3. Connecting residences to the temporary water supply.
  4. Excavation
  5. Installation of new water, storm and sanitary sewer mains.
  6. Removal of the existing watermain and combined sewer(s).
  7. Installation of new water services and sewer laterals.
  8. Grading and placing granular for a new road base.
  9. Installation of new curbs and sidewalks (forming and pouring).
  10. Paving the new roadway (includes three layers of asphalt; two installed in 2022, and the third in 2023).
  11. Restoration - includes new topsoil and sod and the repair of driveways and walkways.

Before the work starts, you will see utility companies (Enbridge, Bell, etc.) on your street. They are moving infrastructure they own to accommodate the work. If you have any service disruptions, please contact them directly.

There will be times when the water supply is disrupted. This is because the water has to be off in order to connect/disconnect residents to the temporary water supply so that the new watermain can be installed. The Contactor will send out notices twenty-four (24) hours in advance of the water being turned off.

Sometimes, unexpected events happen, like watermain breaks. When that happens, we cannot provide notice. We will work to restore your water service as quickly as possible.

There may be days where you don't see the Contractor on site in between the different stages of construction. This is a normal part of the process. The Contractor has many crews that do different types of work.

While the sidewalk and curbs are being formed and poured, you will not be able to park in your driveway. We will let you know ahead of time. Once the concrete hardens (usually after two or three days), you will be able to use your driveway again.

The Contractor may block your driveway during construction. They will do their best to keep these disruptions short. You will always be able to access your home and local businesses by foot. If you have any access needs, please contact the City.

Sod Care Notice

A construction project has recently taken place on your street. This results in the need for new sod to be installed on your property. For the first eight (8) weeks (60 days) after the sod is installed, the Contractor will water the sod on the following schedule:

Week 1 – Daily
Week 2 and 3 – Every Second Day
Week 4 to 8 – Weekly

After the 60-day maintenance period is completed by the Contractor and the sod is accepted by the City, maintenance and care of the new sod becomes the sole responsibility of the Owner/Tenant.

For projects where sod is placed after October 31st, the maintenance process will take place the following spring. This will occur 60 days after the start of the growing season. At this point, the new sod becomes the sole responsibility of the Owner/Tenant.

For the new sod to thrive on your property the following is recommended:

1) Foot Traffic - Avoid stepping on the newly laid sod for the first two (2) weeks after it is installed. Also keep foot traffic light for the first month. The roots of your new sod are being established during this period. The roots can be affected by too much weight being placed on them.

2) Watering – Newly installed sod requires regular watering in addition to the watering provided by the Contractor. It is recommended that you water the sod for five (5) to ten (10) minutes, two (2) to three (3) times a day, for the first two (2) weeks. Enough water should be provided to soak the first two (2) inches of soil. After this point, you can decrease the amount of watering to once a day, ensuring the top quarter inch of the soil is soaked.

After three (3) weeks, watering can generally be reduced to every other day. After roughly a month, you can begin watering the sod once a week, as you would for an established lawn. Watering sod in the morning or evening allows for greater moisture absorption.

3) Mowing – You should not mow your sod for the first two (2) weeks or until it is 3.5 to 4 inches tall. Ensure your mower blades are sharp and avoid cutting it too short. Generally, a maximum of 1/3 of the grass blade height should be removed when mowing. Avoid cutting the grass when it is wet.

4) Weed Removal – 14 days after the sod is installed, weeds should be removed from the sod before mowing to stop them from spreading. It is recommended to remove weeds from the sod each time before mowing. Sod has shallow roots. Regular weed removal is important to stop weeds from spreading throughout the sod.

5) Fertilization – In the spring following the placement of sod, the Contractor will apply another application of fertilizer and an overseeing application. Following this, fertilization and seeding becomes the sole responsibility of the tenant/owner.

Notice of Concrete Work

Please be advised that to be able to construct new sidewalks and curbs on Sydney Street from Seventh St to Eighth St, access to driveways/entrances will be restricted for a period of three (3) to five (5) business days.

Work is expected to begin: Tuesday, September 27th, 2022 at 7:00am

Please note that vehicles must be moved to allow for the construction of new concrete curbs and sidewalks. Please ensure that all vehicles are out of driveways and off the street by 7:00am.

Vehicles left on the street after 7:00am will be towed if they interfere with the work. It is important to be cautious when crossing new curbs and/or sidewalk. Please do not step on any concrete unless you can confirm that it has hardened. Stepping in fresh concrete can damage clothing and/or footwear.

Road Closure and Detour Notice
Starting Monday, July 25th Sydney Street from Seventh Street to Ninth Street will be closed to traffic for approximately 4 months.  The road will be closed to accommodate construction activities that are taking place as part of the reconstruction of Sydney Street.  Please see the road closure and detour route notice for alternate access to local business’s during this time. We appreciate your patience during construction.
 Disruption of Water Service

Please be advised that due to construction, your water service will be disrupted on: Thursday, September 1st, 2022 at 7:00am

Please make any arrangements necessary to prepare for the disruption. We anticipate that your water service will be reinstated before 3:00pm provided that there are no unforeseen circumstances.

Occasionally, minor issues can occur after the water supply is reinstated.
• If water shows discoloration, run the water until it clears.
• If sputtering occurs, turn on every hot and cold faucet to remove air pockets from the water supply.
• If flow at a faucet is less than usual, remove the screen from the faucet, remove any obstructions and reinstall it.
