Background

The reconstruction of York Street from Seventh Street to Ninth Street includes the complete rehabilitation of 360m of roadway, as well as improvements to buried infrastructure, such as the water distribution network and sewer systems.

What to Expect During Construction

Work includes the removal of the existing combined sewer system, which is to be replaced with new storm and sanitary sewers. The separation of combined sewers has the objective of reducing wet weather flows in the sewage system and to the Wastewater Treatment Plant. It reduces the potential for basement flooding because flows are lowered in the pipe that are directly connected to houses. Separation also reduces Combined Sewer Overflow (CSO) volumes and the potential for bypasses from the Wastewater Treatment Plant to the St. Lawrence River.

The existing storm sewer on York Street between Seventh Street and Eighth Street is to remain in place. The work also includes new curbs, new sidewalks on both sides of the street and new asphalt pavement.

Temporary Water Services

Water services will be affected during the construction. The Contractor will be installing a temporary watermain to service properties; short-duration service interruptions will occur when the temporary water system is installed. You will receive notices of the interruptions a minimum of 24hrs in advance, unless the disruption is a result of unforeseen circumstances, i.e. a watermain break. Notices will also be posted to the ‘Construction Notices’ section of this webpage. Residents that subscribe to the page will receive notifications of notices and project updates via email. The installation of the temporary water supply may result in water service issues such as reduced pressure and increased water temperature. Our apologies for the inconvenience. If your water is warm, run taps until the water is cold. If the issue does not improve, contact the City or Contractor via the contact information provided in the Construction Notice.

Utilities

Throughout construction, you will also see various utility companies (Union Gas, Cornwall Electric, Bell, Cogeco etc.) working in the project area.  If you encounter any utility related issues throughout construction, please contact your utility company directly.

Driveway Access

Access to driveways may be impacted during the construction period; however, access will be restored as quickly as possible. Pedestrian access to all homes and businesses will be maintained during construction.

Concrete Works Construction Notice

September 18, 2020

Residents on York Street from Seventh Street to Ninth Street are advised that as a result of construction activities, access driveways will be limited starting Monday September 21, 2020 for approximately 3-5 business days while concrete curbs and sidewalks are being constructed. Residents can find a hardcopy of the Concrete Works Notice in their mailbox or around the primary entrance to their dwelling, should they not have a mailbox.  A digital copy of the Concrete Works Notice is available under the ‘Construction Notices’ section of this page.


Water Service Disruption Notice 

September 2, 2020

Residents on York Street from Seventh Street to Ninth Street, are advised that due to the construction work, their water service will be disrupted for several hours on Thursday, September 3, starting at approximately 8:00 AM. The water service will be reinstated before 4:00 PM, provided we do not experience unforeseen circumstances.

Residents on York Street from Seventh Street to Ninth Street, are advised that due to the construction work, their water service will be disrupted for several hours on Wednesday, August 26, starting at approximately 8:00 AM. The water service will be reinstated before 4:00 PM, provided we do not experience unforeseen circumstances.


Connection to Temporary Water Supply Notice

July 14, 2020

Please be advised that your water supply is expected to be shut off on July 15th, 2020 at 7:00 am, to complete a switchover from the municipal water system to the temporary water supply. Throughout the duration of construction, properties will be supplied with potable water using an overland temporary water system. This system will be connected to your residence using a piping system connected to the outdoor tap. Residents can find a hard copy of the Connection to Temporary Water Supply Notice in their mailbox or around the primary entrance to their dwelling, should they not have a mailbox. 


Road Closure – Seventh Street to Ninth Street

June 22, 2020

Starting Monday, June 29th, York Street from Seventh Street to Ninth Street will be closed.  The road closure is required for the reconstruction work, to accommodate the Contractor's equipment and to ensure the safety of both workers and the public.  The road will be closed for the duration of the project, which is scheduled for completion in August 2020.  Residents of Sydney Street and Monroe Avenue can find a hard copy of the Road Closure Notice in their mailbox or around the primary entrance to their dwelling, should they not have a mailbox.

Start of Construction Notice

City employees have delivered Construction Notices to residents on York Street from Seventh Street to Ninth Street for the Reconstruction of York Street project.  Construction Notices contain important details on what Resident can expect during construction and who to contact should they have any questions or concerns throughout the project.  Residents can find a hardcopy of the notice in their mailbox or around the primary entrance to their dwelling, should they not have a mailbox.
