The City of Cornwall planned several construction projects for 2019. Information about 2020 construction projects will be added to the website once Council has approved the budget. The following accordions contain information about 2019 projects.
Asphalt resurfacing on various City streets | ||||||||||||
The Asphalt Paving Program is designed to meet the needs of the City while remaining in accordance with the City's Pavement Management System. Reconstruction of Amelia Street from Third St. to Fourth St. includes the construction of a new watermain, sanitary sewer, and storm sewer. Sidewalks, curbs, and the full depth of road will also be reconstructed.

The Reconstruction of Bedford St. is from Third St. to Fourth St. will consist of watermain replacement, storm sewer replacement, sidewalk, curb and full depth road base reconstruction. The Reconstruction of Bedford St. is from Sixth St. to Eighth St. will consist of will consist of watermain replacement, sanitary and storm sewer replacement, sidewalk, curb and full depth road base reconstruction.

Road reconstruction: Sydney from Second to Fourth | ||||||||||||
The reconstruction of Sydney St. is from Second St. to Fourth St. is Phase 1of a multi phase project. The project includes replacement of the watermain and sanitary sewer along with constructing a new storm sewer. Sidewalks, curbs and the full depth of the road will also be reconstructed. This project is a multi-phase initiative. Phase 1 of Sydney Street reconstruction will be undertaken in 2019, while two subsequent blocks of Sydney Street will be reconstructed in each year thereafter.

Road reconstruction: York from Fifth to Seventh | ||||||||||||
The reconstruction of York St. from Fifth Street to Seventh Street (Phase 1) will be completed in 2019. It includes replacement of the watermain and sanitary sewer, along with converting an existing combined sewer into a storm sewer. Sidewalks, curbs and the full depth of the road will also be reconstructed. Phase 2 will consist of the reconstruction of York from Seventh St to Ninth St and be completed in 2020. |

Nick Kaneb Drive Extension | ||||||||||||
The City has undertaken several construction projects in the east end of the City in order to accomodate increased development and traffic volumes.
This project will provide the extension of Nick Kaneb Dr. from Marleau Av. northerly to the Tenth St./Virginia Dr. intersection (Business Park) and provide additional north-south link for all modes of transportation in the eastern portion of the City. |

Lemay Street Upgrades and Extension | ||||||||||||
The City's Official Plan and 2006 Critical Infrastructure Plan identified the need to extend Lemay St. to provide additional east-west capacity and improve access to Municipal Works Yard on Ontario St. The reconstruction of Lemay St. from St. Michel Av. to Sydney St. (Phase 1) was completed in 2017. Phase 2 will be completed in 2018/2019, and includes construction of Lemay St. through the proposed road allowance from St. Michel Av. to the east limits of the Municipal Works Yard. Phase 2 will further accommodate the Municipal Works Yard Redevelopment project, in particular the Salt Storage Shed. Phase 3 focuses on the reconstruction of Lemay St. from Pitt St. to Sydney St. and includes the proposed roundabout at the Lemay St./Sydney St./Reneal St./Thirteenth St. intersection. |

Culvert Replacement | ||||||||||||
The Fly Creek at Mack Drive Culvert Replacement project includes: the removal of the existing large SPCSP culvert and guiderail system, installation of a suitably sized concrete box culvert, the restoration of the embankments, the reinstatement of the roadway and the installation of an approved guiderail system.
The City has several locations in which small diameter Corrugated Steel Pipe (CSP) culverts, ranging from 400mm diameter to 900mm diameter, are in need of replacement. These culverts are typically located in road corridors that have been constructed to rural road standards with roadside ditches and culverts. The replacement of these culverts will occur in various locations throughout the City. The small diameter culvert replacement priorities are as follows:

Traffic Signal Replacement | ||||||||||||
The City operates and maintains 69 existing traffic signal locations. The City is mandated to comply with provincial minimum maintenance standard legislation for traffic signals. With proper maintenance, the average life expectancy of City traffic signals is typically 30 years before requiring complete replacement. The proposed project includes upgrades to existing traffic lights at two intersections which will address outdated infrastructure. Older intersections/traffic signals require upgrades to meet current standards. For 2019, the following intersections are proposed:
The proposed traffic signal upgrade at Sydney St. and Fourth St. E. would be completed in conjunction with the Sydney St. reconstruction project from Water St. E. to Fourth St. E. which was included in the 2019 water & sewage budget (Second St. E to Fourth St. E) and the 2019 asphalt resurfacing budget (Water St. E. to Second St. E.). |

Pole Replacement | ||||||||||||
In 2018, the City replaced 22 streetlight poles along Vincent Massey Drive between Tollgate Road West and Power Dam Drive. In 2019, the City will replace the remaining 11 streetlight poles. The proposed pole replacements will complete the project along Vincent Massey Drive. Any remaining funds from the 2019 pole replacement budget will be used for other various locations throughout the City. The City owns and maintains approximately 1,400 streetlight poles. |

Justice Building Courtyard | ||||||||||||
As part of the 2017 budget deliberations, Council approved a budget of $220,000 to undertake a project designed to address the physical deficiencies as part of an overall courtyard revitalization. The exterior of the Justice Building has recently been approved for a resurfacing. The next requirement would be to improve and refresh the associated courtyard. In September 2018, Municipal Works issued a tender for construction of the approved revitalization concept. Tender pricing was received and all submitted bids were more than what was budgeted. With funding allocated for this year, it is anticipated the project be completed by late summer 2019. |

Optimist Park Parking Lot | ||||||||||||
The asphalt parking lot surface at Optimist Park is in need of replacement. The current parking lot was constructed on an inadequate sub-base which lacks support. This project will be tendered as part of the City's asphalt resurfacing contract. The project will include removal of the current asphalt surface and installation of a minimal granular base topped with a layer of asphalt millings. This method of rehabilitation will be the most cost effective and will result in a longer lasting surface for users. In addition to the parking lot, a short sidewalk in front of the Optimist Park office/garage building will be replaced. It is anticipated that this project will commence mid-summer 2019 and will be completed within a one week period. |

St. Columban's Parking Lot | ||||||||||||
The area designated for rehabilitation is in poor condition for both cars and people. The rehabilitation process would include removing the deteriorating asphalt surface, removing the inadequate subbase, installing an appropriate granular base, resurfacing with asphalt, and line painting. It is anticipated this project would be completed by late summer 2019. |

Municipal Works Yard Redevelopment | ||||||||||||
The Municipal Works Yard Redevelopment Environmental Assessment completed in 2016 proposed a multi-year project to reconfigure and reconstruct all of the Municipal Works Yard facilities in order to meet the City’s municipal works service requirements for the foreseeable fifty-year growth period. The estimated total budget of $32 million for the MW Yard Redevelopment Plan (2018 – 2025) has been endorsed by Council and accounted for within the City’s Long Term Financial Plan.
NOISE REMEDIATION Funding:
Study results have recommended that a sound barrier be constructed around the Municipal Works yard to supress noise generated by yard operations. The recommended composition and height of the proposed barrier would serve to mitigate noise to recommended levels as per MOECP guidelines. The barrier would also reduce the affects of night lighting and provide a security barrier for the Municipal Works yard. The outside finish of the barrier would be visually appealing. It is recommended the barrier be a modular concrete composite construction similar to the noise remediation barrier wall on the east side of Brookdale Avenue.
STANDBY POWER GENERATOR Funding
As part of the Municipal Works Yard redevelopment plan, it is necessary to provide a new standby power generator which would have the capacity to power all existing and future Municipal Works facilities in the event of a power outage.
EMPLOYEE PARKING LOT Funding
It is proposed that the new employee parking lot will be constructed on vacant municipal property located on the south side of Twelfth Street immediately adjacent to the Municipal Works yard. The completed parking lot design includes 105 parking stalls which is sufficient to accommodate the parking needs of current (and future projected) staff and visitors.
DESIGN OF NEW ADMINISTRATION BUILDING Funding
The current administration building was constructed in 1964. Funds will be used to commission an architectural firm to provide design and construction supervision services for the construction of a new administration building. Design would be completed in 2019, while construction would be scheduled to commence in 2020.
SALT MANAGEMENT FACILITY Funding
Construction of a new modern salt management facility with a storage capacity of 6,000 tonnes would allow delivery and storage of enough road salt for an entire winter season. All salt would be delivered within a two week period in early fall, well before winter begins. Such a facility would allow the City to comply with current environmental standards as well as all SMP recommendations. In addition, the salt would be stored in a much dryer condition (to prevent contact with unfavourable weather, which can cause clumping of salt). This is crucial to salt spreading operations, as the dry salt spreads without clumps and thus reduces waste. |
