The City of Cornwall’s Planning Division is reviewing the Comprehensive Zoning By-law. This process will result in a new Zoning By-law that applies to the entire City. 

The City of Cornwall is undertaking a Comprehensive Zoning By-law Review. The process will result in a new Zoning By-law, which will replace the City’s existing Zoning By-law (No. 751-1969), as amended. The City’s existing Zoning By-law can be found here.

Online Statutory Public Open House - August 30 to September 10, 2021

Take notice that the City of Cornwall invites all interested persons to participate in an online and in-person Statutory Public Open House to consider revisions and provide input on the Second Draft Zoning By-law, pursuant to the requirements of Section 34(12) and 34(13) of the Planning Act, RSO 1990, as amended. Read the full notice to discover how you can participate online and in-person.

 What is a Zoning By-law?
A Zoning By-law is a legal document that implements the policies of the City’s Official Plan (Approved 2018). The Zoning By-law translates the land use planning objectives and policies of the Official Plan into detailed standards for how a property may be developed. This includes:
  • the types of uses, buildings, and structures that are permitted on a property;
  • lot sizes, lot coverage, and building heights;
  • setbacks from streets, lot lines, and waterbodies; and
  • parking and landscaping requirements.

Please take the time to look at the online materials and complete the online survey. If you have questions, please email the Planning department. Staff can serve you in either English or French.

We will continue to update the website with future engagement events, and as reports and the Draft Zoning By-law and maps become available.

Comprehensive Zoning By-law Review Process

The Comprehensive Zoning By-law Review will be undertaken in eight (8) phases. There will be opportunities for public engagement throughout the process including five (5) Public Open Houses, as well as a Statutory Public Meeting. The project is anticipated to be completed in 2021. The new Zoning By-law would be presented to City Council for adoption, followed by a 20-day appeal period.

"As We Heard It" Summary

 Zoning Strategy Report (September 2020)

Following the public portion of the Planning, Advisory & Hearing Committee meeting on Monday, September 21st, 2020, a virtual presentation will be provided by WSP to consider the Zoning Strategy Report prepared as part of the City’s Comprehensive zoning By-law Review.  Please note that this is not the Statutory Public Meeting item under Section 34 of the Planning Act, which will be provided at a later date during the project process.

 Discussion Paper (June 2020)

The Discussion Paper has been prepared based on a background review and initial consultation with City staff, members of the Technical Advisory Committee for the Zoning By-law review, and the public.

The purpose of the Discussion Paper is to undertake a detailed technical review of the current Zoning By-law. As the process of reviewing and updating a Zoning By-law is a complex and technical process in nature, it is not the intent of this Discussion Paper to outline all the issues and changes that need to be made, but rather to identify key issues and opportunities to be addressed through the Zoning By-law Review based on a review of background materials and initial consultations.

As one of the objectives of the Zoning By-law Review is to achieve conformity with the new Official Plan, an Official Plan Conformity Matrix has been included in Appendix A and identifies where changes to the Zoning By-law should be considered.

The Discussion Paper will also be used as a consultation tool to engage with City staff, members of the Technical Advisory Committee, and members of the public on a series of focused zoning issues and opportunities that require input. Ultimately, it will form the basis for the Zoning By-law Strategy Report, which will include a series of directions and recommendations to guide the preparation of the Draft Zoning By-law.
