The City of Cornwall is undertaking a Comprehensive Zoning By-law Review. The process will result in a new Zoning By-law, which will replace the City’s existing Zoning By-law (No. 751-1969), as amended. The City’s existing Zoning By-law can be found here.

What is a Zoning By-law?

A Zoning By-law is a legal document prepared in accordance with the requirements under Section 34 of the Planning Act. It implements the City’s Official Plan policies by providing standards for how a property may be developed, including:

  • the types of uses, buildings, and structures that are permitted on a property;
  • lot sizes, lot coverage, and building heights;
  • setbacks from streets, lot lines, and waterbodies; and
  • parking and landscaping requirements.
Comprehensive Zoning By-law Review Process

The Comprehensive Zoning By-law Review will be undertaken in eight (8) phases. There will be opportunities for public engagement throughout the process including five (5) Public Open Houses, as well as a Statutory Public Meeting. The project is anticipated to be completed in 2021. The new Zoning By-law would be presented to City Council for adoption, followed by a 20-day appeal period.

The City of Cornwall Planning Division initiated a review of the City’s Comprehensive Zoning By-law No. 751-1969 in January 2020. This process will result in a new Zoning By-law that applies to the entire City. You are invited to participate in an online Public Open House to learn more about the process, how zoning affects your property, and how to provide input. High level land use and zoning matters which have been considered in a Draft Discussion Paper will be presented through a series of online materials, and we will be seeking feedback from the community through an online survey.

As the Province of Ontario declared a State of Emergency and continues to take significant steps to limit the transmission of the COVID-19 virus, the City of Cornwall continues to protect the health and safety of the public, Council, and employees, while at the same time proceeding with the City’s Comprehensive Zoning By-law Review and engaging the community for their input.

The Online Public Open House #2 will be held through Electronic Participation, in accordance with Bill 187, the Municipal Emergency Act, and orders made under the Emergency Management and Civil Protection Act.

  • parking and landscaping requirements.

 Discussion Paper

The Discussion Paper has been prepared based on a background review and initial consultation with City staff, members of the Technical Advisory Committee for the Zoning By-law review, and the public.

The purpose of the Discussion Paper is to undertake a detailed technical review of the current Zoning By-law. As the process of reviewing and updating a Zoning By-law is a complex and technical process in nature, it is not the intent of this Discussion Paper to outline all the issues and changes that need to be made, but rather to identify key issues and opportunities to be addressed through the Zoning By-law Review based on a review of background materials and initial consultations.

As one of the objectives of the Zoning By-law Review is to achieve conformity with the new Official Plan, an Official Plan Conformity Matrix has been included in Appendix A and identifies where changes to the Zoning By-law should be considered.

The Discussion Paper will also be used as a consultation tool to engage with City staff, members of the Technical Advisory Committee, and members of the public on a series of focused zoning issues and opportunities that require input. Ultimately, it will form the basis for the Zoning By-law Strategy Report, which will include a series of directions and recommendations to guide the preparation of the Draft Zoning By-law.
