A third party advertisement is any ad that supports, promotes or opposes a candidate or a "yes" or "no" answer to a ballot question. A third party is a person or entity who is not a candidate. Your advertising must be done independently from any candidate's campaign. If you plan to spend money on advertisements during the election, you must register with the City Clerk and file a financial statement.

Eligibility 

You are eligible to register as a third party advertiser if you are:

  • An individual who normally lives in Ontario
  • A corporation that carries on business in Ontario
  • A trade union that holds bargaining rights for employees in Ontario

You are not permitted to register if you are:

  • A candidate whose nomination has been filed with the City Clerk
  • A federal political party registered under the Canada Elections Act, or any federal constituency association or registered candidate endorsed by that party
  • A provincial political party, constituency association, registered candidate or leadership contestant registered under the Election Finances Act
  • The Crown in right of Canada or Ontario, a municipality or a local board

Register as a third party advertiser

You must file a Notice of Registration - Third Party form with the City Clerk between Nomination Day on May 1, 2026 and ending on October 24, 2026. The form must include a signed declaration of qualification. If an agent is registering on your behalf, you must provide a letter at the time of registration authorizing them to do so. This letter must be signed by you and commissioned or notarized.
