 City of Cornwall's departments

The City of Cornwall is organized into departments:

  • Department of Corporate Services: Staff manage employee recruitment and engagement, payroll, benefits, pension, labour relations and performance management.
  • Department of Financial Services: Staff provide financial reporting systems, policies, and procedures, services and support to other City departments and external entities in order to ensure the City's operations are effectively managed. Staff provide advice on financial matters to the Mayor, Council, and city managers.
  • Department of Planning, Development & Recreation: Staff are charged with overseeing the City's parks, recreation facilities and programs, as well as ensuring development occurs in a positive fashion.
  • Department of Infrastructure & Municipal Works: Staff maintain and update the City of Cornwall's diversified infrastructure, including roadways and sewer and water lines.
  • Cornwall Fire Services: The City of Cornwall is protected by a force of 56 firefighters, three fire preventions officers, a training officer, and a fire department mechanic, supported by day staff. Staff are trained to efficiently handle rescues at accident scenes, explosions, floods, hazardous material incidents, and water and ice water rescues.
  • Cornwall SDG Paramedics Services: Staff provide 24-hour, 365-day emergency coverage to over 111,000 residents and visitors in Cornwall and the Counties.
  • Social & Housing Services: Staff administer the Ontario Works and Ontario Renovates program, as well as Child Care Services and the Social Housing division.
  • Glen Stor Dun Lodge: Staff provide dietary, housekeeping, laundry, medical, recreation, religious and spiritual services to more than 100 residents.
  • Clerk's Division: Staff are the glue that bind the City together, performing administrative functions such as preparing Council agendas, minutes, bylaws, resolutions, and legal functions, as well as performing civil marriage ceremonies.
  • Economic Development: Staff assist new and existing manufacturing and commercial businesses locate or expand in the City. Staff provide detailed and current information to companies wanting to make informed decisions on site selection.

The City of Cornwall is seeking a candidate for the role of Senior Billing and Collection Analyst within our Financial Services department. Reporting to the Property Tax and Assessment Supervisor, the Senior Billing and Collection Analyst Collector is responsible for the data entry, analysis, organization and customer service for all tax processes in accordance with the City’s policies and the Municipal Act, 2001. This includes coordinating the Pre-Authorized Payment program; ensuring all functions within the Property Tax process and the Water Collection process are completed as per applicable legislation and City of Cornwall By-laws; administering the banking platform; daily review of bank transactions and processing of any uploads; and downloading and reconciliation of the EDI daily transfer.


Our candidates much possess a 3-year Post-Secondary degree or diploma in Business Administration, Finance or related discipline; Have a minimum of 4 years recent experience in taxation and utility billing, collection and analysis, preferably in a local government environment; Familiarity with the Ontario Municipal Act as it pertains to Taxation and Utilities; Excellent customer service skills; Ability to work independently and as part of a team environment; Sound judgment, good decision making and analytical skills; Strong organizational skills and time management; Advanced knowledge of MS Office. Must possess strong computer experience with extensive experience with spreadsheet applications. As part of the interview process selected applicants will be tested in Excel; Demonstrate excellent oral and written communication skills, strong attention to detail and be well organized with the ability to prioritize work and meet deadlines; Demonstrated capacity to work as part of a team, as well as independently.This position provides backup assistance, as required, in all tax related areas. Bilingual (English and French) and completionof the Municipal Tax Administration Program (MTAP) certificate will be considered as assets.


The City offers a starting wage of $33.99 per hour, 35 hours per week. Compensation also includes a comprehensive benefits package.
