Notice of Public Meeting Z-05-25 & OPA #5

The City of Cornwall’s Planning Advisory and Hearing Committee (PAC) will hold a public meeting on Monday, December 15th, 2025, at 7 p.m., in the Council Chambers of City Hall. The purpose of the meeting is to consider an application for a Zoning By-law Amendment and official plan amendment for the lands legally described as Part of lot 13, Concession 2 at 1525 Vincent Massey Drive, the lands legally described as Part of Lot 13 & 14, Concession 2, Part of lot 68 on Plan 240, and Parts 1-4 on RP 52R3504 at 1539-1541 Vincent Massey Drive, and the lands legally described as Part of lot 14, Concession 2, part of lot 69 on Plan 240, and part 2 on RP 52R610 at 1545 Vincent Massey Drive.

In accordance with the Planning Act, the meeting will serve as an opportunity for the public to make representations in respect of the proposed amendment and to obtain further information about the following application: 

1. OFFICIAL PLAN AMENDMENT (OPA #5)

The purpose of Amendment No. OPA .5 to the Official Plan for the City of Cornwall, being an amendment initiated by an individual pursuant to Section 22 of the Planning Act, is to amend section 4.6.2.18 to permit a commercial school (private hockey school) and necessarily associated dormitory to be permitted on 1525, 1539-1541, and 1545 Vincent Massey Drive where it currently allows for this use at 1539-1545 Vincent Massey Drive.

2. ZONING BY-LAW AMENDMENT (Z-05-25) 

The proposed zoning by-law amendment to the City of Cornwall Zoning By-law would amend the permitted uses within the existing HC-13 zoning to add the permitted use of a commercial hockey school with ancillary dormitory and require that such a use is supported by a minimum of 18 parking spaces. This amendment would facilitate the conversion of the existing seniors residence to a dormitory to support the Ontario Hockey Academy. These amendments would only affect the lands at 1545 Vincent Massey Drive.

HOW TO PARTICIPATE:

ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Official Plan Amendment and/or the proposed Zoning By-Law Amendment.

Written comments from the public are requested by December 8, 2025 for consideration ahead of the meeting.
