Notice of Application for Approval of a Plan of Subdivision and Zoning By-law Amendment under Section 51(20), 51(21) and Section 34 of the Planning Act

Application for consideration of a Draft Plan of Subdivision together with an amendment to the City of Cornwall Comprehensive Zoning By-law as amended, as described herein this Notice.

Subject:  The City of Cornwall Planning Advisory and Hearing Committee (PAC) will hold a Public meeting on Monday, September 16th, 2019 at 7 p.m., in the Council Chambers of City Hall. The purpose of the meeting is to consider the following applications, Draft Plan of Subdivision   and Zoning By-law amendment for the land described as East ½ of Lot 6, Concession 2.

Proposed Draft Plan of Subdivision and Zoning By-Law Amendment:

1.     The application is to consider a request for a Draft Plan of Subdivision for the subject lands. The proposed Plan of Subdivision consists of approximately 11.5 hectares (28.4 acres) and is comprised of one hundred and eleven (111) single family detached, twenty-eight (28) semi-detached, twenty (20) row house units and one apartment consisting of twenty-one (21) units. The effect of the Draft Plan is to enable the registration of a phased subdivision plan for these lands which are suitable for residential development.

At this meeting, a corresponding Zoning By-law amendment to consider the rezoning of Block F from a Residential 20 zone to a Residential 30 zone to allow for the introduction of a 21 unit apartment building.

Additional information regarding the proposed subject applications is available to the public for inspection at the office of the Planning Division, 100 Water Street East, 2nd Floor, Cornwall Civic Complex, during regular office hours.

If a person or public body does not make oral submissions at the public meeting or make written submissions to the Planning Advisory Committee (PAC) in respect of the proposed subject applications before the approval authority gives or refuses to give approval to the proposed subject applications, the person or public body is not entitled to appeal the decision of the City of Cornwall’s PAC to the Local Planning Appeal Tribunal (LPAT) and may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal (LPAT) unless, in the opinion of the LPAT, there are reasonable grounds to do so.
