Notice of Meeting: Notice of Application for approval of a draft plan of subdivision under Sections 51(20)(a) and 51(21) of the Planning Act

 The City of Cornwall Planning Advisory and Hearing Committee (PAC) will hold a public meeting on Monday, September 20th, 2021, at 7 p.m., in Salon B of the Civic Complex. The purpose of the meeting is to review the following application:

An application has been submitted by Grant Marion Construction, (Agent: Luc Marion), requesting Planning Act approval for the lands legally described as Part of Lot 1, Concession 1 as shown on Reference Plan 52R-5198 being Parts 1 to 37.  A portion of the subject lands will have frontage along Marguerite D’Youville Street, and the remaining lands are situated southeast of Easton Avenue. 

Proposed Draft Plan of Subdivision

The proposed Draft Plan of Subdivision consists of 25 single lots and two (2) Blocks for future development. The total area of the subject lands is 4.743 ha (11.72 acres), as identified, on the key map.  The applicant intends to develop the subject lands in Phases (1-3).  The purpose of this application is to address an issue resulting from the sale of City owned lands and to recognize the Province of Ontario’s transition from the Land Registry system to the Land Titles system.  For more information, please contact Mrs. Lindsay Parisien, Development Planner at 613-930-2787, ext. 2312.  Refer to Folder #312 - File 04T-2021-03, when making enquiries.           

As a result of the Covid-19 virus, the City of Cornwall would ask that should you have any concerns with this application and wish to attend the Public Hearing, please register with the Planning Division by email at edaniels@cornwall.ca or by phone (613) 930-2787 ex: 2328 by the latest Friday, September 17th, 2021.

Physical distancing measures will be in place throughout the meeting.  Attendees should sanitize their hands upon arrival and wear a mask if possible.  Residents who are feeling sick should stay home and submit their comments in writing. Should Eastern Ontario Health Unit guidelines change prior to the PAC date, we will hold the meeting according to their regulations. 

Additional information regarding the proposed Draft Plan of Subdivision is available to the public for inspection at the office of the Planning Division, 100 Water Street East, 2nd Floor, Cornwall Civic Complex, during regular office hours.

If a person or public body does not make an oral submission at the public meeting or make a written submission to the Planning Advisory and Hearing Committee (PAC) in respect of the proposed Draft Plan of Subdivision before the approval authority gives, or refuses to give, approval to the proposed application; then the person or public body is not entitled to appeal the decision of the City of Cornwall’s PAC to the Ontario Land Tribunal (OLT), and may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal (OLT) unless, in the opinion of the OLT, there are reasonable grounds to do so.
