City of Cornwall Appoints Katharine Price-Raas as General Manager of Human Resources

The City of Cornwall is pleased to announce the appointment of Katharine Price-Raas as General Manager of Human Resources, effective March 23, 2026. Ms. Price-Raas joins the City’s Senior Leadership Team, bringing a distinguished record of strategic human resources leadership at one of Canada’s largest organizations.

Most recently serving as General Manager, People and Safety Strategy at Canada Post, Ms. Price-Raas led a team of more than 60 HR professionals supporting an employee base of over 60,000. Her career encompasses collective bargaining, talent management, employee engagement, and strategic HR program delivery across complex, multi-stakeholder environments.

A bilingual leader, Ms. Price-Raas holds a Master’s degree in Industrial Relations from Queen’s University. She is recognized for her ability to build collaborative relationships with organizational leaders, union partners, and front-line teams alike.
