Notice of a Public Meeting Concerning a Proposed Official Plan Amendment OPA No. 8

TAKE NOTICE that the Planning Advisory & Hearing Committee (PAC) meeting is scheduled for the PAC Meeting of Tuesday, April 21st, 2026, at 7:00 pm.  The public meeting will be held in the Council Chambers of City Hall located at 360 Pitt Street to gather public input regarding a proposed Secondary Plan, via an Official Plan Amendment, to the City’s Official Plan.

FURTHER TAKE NOTICE that the Council of the Corporation of the City of Cornwall gives public notice of a receipt of an application for an Official Plan Amendment to consider a proposed Official Plan Amendment to the City of Cornwall Official Plan in accordance with Subsections 17(15) and 22 of the Planning Act R.S.O. 1990, as amended.

LANDS AFFECTED: The subject properties are legally described as Parts of Lots 1, A, and B, Concession 1; Parts 1, 3, 4, 5, 6 and Part of Part 2 on Reference Plan 52R-274; Part 3 on Reference Plan 52R-663 in the City of Cornwall, located at 1950 Montreal Road.

PROPOSED OFFICIAL PLAN AMENDMENT:

The purpose of Amendment No. OPA No. 8 to the Official Plan for the City of Cornwall, being an amendment initiated by an individual pursuant to Section 22 of the Planning Act, is to introduce a Secondary Plan, a land use plan with implementation policies that are adopted into the City’s Official Plan, for the site. The proposed Secondary Plan would introduce a variety of land use designations with specific policies to shape the future development of the site, including but not limited to low-rise to mid-rise residential, mixed-use commercial and residential, consolidated institutional and employment core, waterfront development and open space. A subdivision containing 3 blocks is being proposed in conjunction to shape the future development of the site.

ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Official Plan Amendment.

Written comments from the public are requested by April 14th, 2026, for consideration and to be addressed at the public meeting. 

ADDITIONAL INFORMATION and material about this matter and a copy of the proposed Official Plan Amendment will be available for inspection between 8:30 a.m. to 4:30 p.m. Monday to Friday at the Civic Complex located at 100 Water St. East, 2nd Floor, Cornwall, ON K6H 6G4.

If you wish to be notified of the decision of the City of Cornwall on the proposed Official Plan Amendment, you must make a written request to the City of Cornwall, 100 Water St E, Cornwall, ON K6H 6G4, Attention: Planning Division or at planning@cornwall.ca.

If a person or public body would otherwise have an ability to appeal the decision of The Council of the City of Cornwall to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Cornwall before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Cornwall before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

IF A PROPERTY CONTAINS SEVEN OR MORE RESIDENTIAL UNITS, the owner is required to post this notice at a location that is visible to all the residents.

THE SUBJECT PROPERTY IS the subject of an application under the Act for approval of a plan of subdivision being file 04T-2026-02 and is not the subject of an application under the Act for an amendment to a zoning by-law or a minor variance or a consent or a Minister’s zoning order.
