2021 Budget Deliberations

City of Cornwall Council meets on February 1, 2 and 3 to review the 2021 Budget.

Meetings begin daily at 2:30 p.m. and are televised live on YourTV Cogeco Cable 11, HD Cable 700 Meetings are also streamed live at www.Cornwall.ca/councilmeetings.

Together with Council’s strategic plan, the development of the City’s budget is based on several supporting documents: the long-term financial plan, asset management plans, and several departmental master plans. The City’s goal is sustainable delivery of services and programs.

The 190-page budget document is available at www.Cornwall.ca/budget and includes information like:

  • Operating budgets for each department
  • Capital budgets (capital includes purchasing and maintaining assets like buildings and equipment)
  • Staff complement
  • Reserves and reserve funds
  • Community partners

Tracey Bailey, General Manager Financial Services and Treasurer, will kick off the process on Monday. Bailey will provide an in-depth presentation of the 2021 draft budget. Click here to access the presentation. Staff will also provide presentations on capital projects for 2021.

Here are some highlights from the budget presentation:

  • The City manages an annual operating budget is $179.3 million and a capital budget of $37.1 million.
  • The draft budget has been prepared with a tax levy of $76.8 million, an increase of $1.48 million or 1.96%.
  • Included in the budget is $830,000 in new assessment from 2020.
  • Operating budgets funded from the tax base for City departments have increased by $1.9 million or 2.58%. Without long-term financing or insurance costs, this increase would be $657,000 or 0.89%.
  • Net capital budgets for City departments funded from the tax base have decreased by 35%: from $1.2 million to $800,000.
