Meeting: Final Draft Zoning By-law

Take notice that the City of Cornwall invites all interested persons to attend a Statutory Public Meeting on the proposed City of Cornwall Final Draft Zoning By-law. The purpose of the Statutory Public Meeting is to consider revisions and provide input on the Final Draft Zoning By-law, Section 34(12) of the Planning Act, RSO 1990, as amended.  

Purpose and Effect: The City of Cornwall’s Planning Division is undertaking the legislated review and update of its Comprehensive Zoning By-law, as required by the Planning Act. The City’s current Zoning By-law No. 751-1969 was approved by Council in 1969 and has since been amended and consolidated. This process will result in a new Zoning By-law that applies to the entire City. The subject lands include all lands located within the City of Cornwall municipal boundary. Accordingly, no key map is provided.

A Zoning By-law is a legal document that implements the policies of the City’s Official Plan (Approved 2018). The Zoning By-law translates the land use planning objectives and policies of the Official Plan into detailed standards for how a property may be developed, including: the types of uses, buildings, and structures that are permitted on a property; lot sizes and dimensions; building heights; setbacks from streets, lot lines, and waterbodies; and parking and landscaping requirements. 

Electronic and In-Person Participation

The City of Cornwall continues to protect the health and safety of the public, Council, and employees, related to limiting the transmission of the COVID-19 virus, therefore activities will be online and in-person.

  • Monday, October 25, 2021: Final Draft Zoning By-law and Zoning Map to present key updates to the Final Draft Zoning By-law on our website.
  • Monday, November 8, 2021: Display boards to present a summary of key updates made in the Final Draft Zoning By-law. Display boards and a hard copy will be made available for in-person review from Monday, November 8 through Friday, November 12, 2021, from 8:30 am to 6:00 pm at the Civic Complex, 100 Water Street East, Lower Level, Salon “A”. Please note that the Civic Complex will be closed Thursday, November 11.
  • Monday, November 15, 2021:  Statutory Public Meeting (Planning Advisory & Hearing Committee Meeting) at 7:00 pm at the Civic Complex, 100 Water Street East, Salon “B”.

Should you wish to review the Display Boards or attend the PAC (Planning Advisory & Hearing Committee) meeting either in person or online, you must make a reservation by notifying the Planning Division at edaniels@cornwall.ca or by contacting Ely Daniels at 613-930-2787 ext. 2328 by Friday, November 12, 2021.

If a person or public body would otherwise have an ability to appeal the decision of the Council of the City of Cornwall to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Cornwall before the proposed Zoning By-law is passed, the person or public body is not entitled to appeal the decision. 

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Cornwall before the proposed Zoning By-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

Any person may attend the Statutory Public Meeting and/or make written or verbal representation either in support of or in opposition to the proposed Zoning By-law. If you wish to be notified of the decision of the Council of the City of Cornwall on the proposed Zoning By-law you must make a written request to the City of Cornwall at the address below.
