City of Cornwall Zoning By-law Review

We want to hear from you!

The City of Cornwall’s Planning Division is reviewing the Comprehensive Zoning By-law.

This process will result in a new Zoning By-law that applies to the entire City. You are invited to participate in an online Public Open House to learn more about the process and how to provide input.

In January 2021, consultants prepared the first draft of the Zoning By-law and Map. This work was based on September 2020’s Zoning Strategy Report. The First Draft Zoning By-law and key proposed changes will be presented using a series of online materials. We are seeking the community’s feedback through an online survey.

 

Electronic Participation

The City of Cornwall continues to protect the health and safety of the public, Council, and employees. The Province of Ontario has declared a State of Emergency and Stay-at-Home Order to limit the transmission of the COVID-19 virus. With this in mind, all activities will take place online.

The Online Public Open House #3 will be held through Electronic Participation. The following materials will be posted on the City’s website at https://www.cornwall.ca/zoningreview, as follows: 

  • Monday, January 25, 2021: First Draft Zoning By-law and Zoning Map available
  • Monday, February 1, 2021: Video presentation and transcript, display boards, and online survey to be made available
  • Sunday, February 14, 2021: Online survey closes at 11:59 p.m.
  • Friday, February 26, 2021: An “As We Heard It” summary of the survey responses to be made available

The First Draft Zoning By-law will be presented to the City’s Planning Advisory Committee on February 16, 2021 at 7 p.m. in the information or non-public meeting portion of the meeting. Please note that this is not the Statutory Public Meeting for the Comprehensive Zoning By-law Review under Section 34 of the Planning Act, which will be held at a later date in the project process.

A Zoning By-law is a legal document that implements the policies of the City’s Official Plan (Approved 2018). The Zoning By-law translates the land use planning objectives and policies of the Official Plan into detailed standards for how a property may be developed. This includes:

  • the types of uses, buildings, and structures that are permitted on a property;
  • lot sizes, lot coverage, and building heights;
  • setbacks from streets, lot lines, and waterbodies; and
  • parking and landscaping requirements.
