City of Cornwall Comprehensive Zoning By-law Review

Take notice that the City of Cornwall invites all interested persons to participate in an online and in-person Statutory Public Open House to consider revisions and provide input on the Second Draft Zoning By-law, pursuant to the requirements of Section 34(12) and 34(13) of the Planning Act, RSO 1990, as amended.  

Electronic and In-Person Participation

The City of Cornwall continues to protect the health and safety of the public, Council, and employees, related to limiting the transmission of the COVID-19 virus, therefore activities will be combined to be held online and in-person.

The Online Statutory Public Open House will be held through Electronic and In-Person Participation. The following materials will be posted on the City’s website at https://www.cornwall.ca/zoningreview, as follows: 

  • Friday, August 6, 2021: Second Draft Zoning By-law and Zoning Map made available
  • Monday, August 30, 2021, to Friday, September 10, 2021: On-line video presentation, transcript, and display boards to be made available, to present key updates to the Second Draft Zoning By-law.
  • Monday, August 30, 2021, to Friday, September 10, 2021: In-person review of Display Boardsto be made available during regular business hours (8:30 am – 4:30 pm) at the Civic Complex, 100 Water Street East, Lower Level, Salon “C”.
  • Tuesday, Aug. 31, 2021, Tuesday, September 7, 2021, and Thursday, September 9, 2021: Display Boards to be made available for in-person review after regular business hours (6:00 pm – 8:00 pm) at the Civic Complex, 100 Water Street East, Lower Level, Salon “C”.

If you wish to review the Display Boards in-person, either during or after Regular Business hours, you must make a reservation by notifying the Planning Division at edaniels@cornwall.ca or by contacting Ely Daniels at 613-930-2787 ext. 2328.  Please take the time to look at the online materials. You are encouraged to send any questions or comments to planning@cornwall.ca. Staff can serve you in either English or French. 

Please note that a Statutory Public Meeting for the Comprehensive Zoning By-law Review under Section 34 of the Planning Act will be held at a later date in the project process, once a Final Draft Zoning By-law and Zoning Map have been prepared and will be the subject of a separate Notice.

Purpose and effect: The City of Cornwall’s Planning Division is undertaking the legislated review and update of its Comprehensive Zoning By-law, as required by the Planning Act. The City’s current Zoning By-law No. 751-1969 was approved by Council in 1969 and has since been amended and consolidated. This process will result in a new Zoning By-law that applies to the entire City.  A Zoning By-law is a legal document that implements the policies of the City’s Official Plan (Approved 2018). The Zoning By-law translates the land use planning objectives and policies of the Official Plan into detailed standards for how a property may be developed, including: the types of uses, buildings, and structures that are permitted on a property; lot sizes and dimensions; building heights; setbacks from streets, lot lines, and waterbodies; and parking and landscaping requirements.  The subject lands include all lands located within the City of Cornwall municipal boundary. Accordingly, no key map is provided.

If a person or public body would otherwise have an ability to appeal the decision of the Council of the City of Cornwall to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Cornwall before the proposed Zoning By-law is passed, the person or public body is not entitled to appeal the decision.  If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Cornwall before the proposed Zoning By-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
