City of Cornwall Reaches New Contract Agreement with Union of Professional Firefighters
The City of Cornwall believes that protecting public safety starts with supporting those who provide it. Today, the City is pleased to announce a new collective agreement with the Cornwall Professional Firefighters Association (CPFFA) Local 849. This agreement, effective until December 31, 2026, marks the first living contract in 30 years, bringing stability, predictability, and significant improvements for Cornwall's dedicated firefighters.
The agreement includes several key updates, including the permanent establishment of a compressed workweek option for Day Staff (Fire Prevention and Training Officers). This change provides Day Staff with the flexibility to choose between working a four-day or five-day week, while maintaining a total of 38 hours per week.
Mayor Justin Towndale underscored the significance of this agreement, stating: "This contract marks the first time in three decades that we are not playing catch-up on our contract with our firefighters, and further marks a positive step in respect and fairness for our employees. This is the result of a lot of hard work from all sides, and I want to acknowledge and thank everyone who was involved in this process."
In addition to improving schedules, the contract ensures competitive salaries and reinforces investments in health and safety. Fire Chief Matt Stephenson explained: “Our firefighters face increasingly complex challenges, and this agreement helps us stay ahead of those demands. Beyond financial adjustments, this contract enhances training opportunities, provides updated equipment, and ensures better health benefits. It’s a comprehensive approach that acknowledges the physical and mental demands of this profession and helps our team stay prepared to serve Cornwall.”
One of the most notable aspects of the agreement is its living contract structure, which allows the terms to be reviewed and updated regularly. This flexibility means that challenges can be addressed promptly without long delays or rigid timelines. James Brough, President of CPFFA Local 849, shared his thoughts on this milestone: “The CPFFA is proud to have been able to work with the Fire Service’s top administrators in achieving a freely negotiated contract. Both sides came to the bargaining table looking to achieve a fair contract for our members, that incorporated comparable data from other services of our size into play. The CPFFA looks forward to future dealings with Chief Matthew Stephenson and Mayor Towndale as we continue to work together.”
