Licensed Home Child Care


Who We Are

Our Home Child Care Program is a bilingual program operated by the City of Cornwall and is licensed under the Child Care and Early Years Act, 2014 (CCEYA). We offer full-time and part-time home-based early learning and care in a family setting that is equitable, affordable and accessible to all residents of the City of Cornwall and the United Counties of Stormont, Dundas and Glengarry.

Licensed Home Child Care is government-regulated early learning and care that takes place in homes of approved home child care providers who work with our agency. The Child Care and Early Years Act is the Ontario Government law that sets the minimum standards for operating licensed child care centres and home child care agencies. Licensed Home Child Care provides children with a warm, loving, inclusive, safe and stimulating environment as well as offering a sense of security for parents and a supportive environment for child care providers.

Information for Parents 

Our program aims to match each child and family with a compatible provider in his/her community. The Home Child Care Program offers high quality full fee and subsidized child care for infants to 12 years of age. Full time and part-time child care arrangements are available, including flexible hours. 

Among the many advantages of this type of care are the smaller child to provider ratio.  We offer the support of our team of professionals to the parents and providers. Parents can be confident that their child is receiving quality care.

The home child care provider is a caring and nurturing person who offers a stimulating environment for children.  The provider is carefully screened through a comprehensive screening process and home assessment by a highly skilled child care advisor.  Screening includes the following:

  • Criminal Reference Check
  • Children's Aid Society background check
  • Medical
  • Home fire inspection
  • Written references

Each home child care provider must follow directives regarding health and safety, nutrition, activities, as well as number and ages of children permitted as set out by the agency and Ministry of Education.  Home child care providers are limited to 6 day care children. Her own children are included in the following age and number restrictions for children under the age of 6 years:

  • maximum of 6 children under the age of 13
  • maximum of only 2 children under the age of 2 (including their own children)

Each home is visited routinely by a child care advisor trained in Early Childhood Education who offers ongoing support and guidance and ensures that the requirements of the Child Care and Early Years Act are met. The child care advisor will monitor and make certain that the physical, emotional and social needs of your child is being met.

Early Childhood Educators (ECEs) are teachers of children from infancy to school age who work in child care and who have completed training in child development, child safety, nutrition, children's programming and administration either through a college diploma or a university degree program. ECEs are responsible for the development, planning and implementation of activities that protect and promote children's intellectual, physical, social and emotional growth. Supervisors of child care centres and home child care agencies must have their ECE or equivalent and at least two years of experience working in a child care centre.


Your child will have access to many resources such as equipment, age appropriate toys, arts and craft materials, books, playgroups and special events.

You have access to support from child care professionals on child development.  We believe close cooperation and communication between the three partners of the "team" - parent, provider and child care advisor is key to a successful child care relationship.  

The importance of play
All children play because it is fun. But did you know that play is also one of the best ways children learn? Through play, children learn about themselves and about the world around them. A quality child care program will include lots of opportunities for learning through play activities.
