Licensed Home Child Care


Who We Are

Licensed Home Child Care is government-regulated early learning and care that takes place in
homes of approved home child care providers who work with our agency. The Day Nurseries Act (DNA)
is the Ontario Government law that sets the minimum standards for operating licensed child care centres and home child care agencies. Licensed Home Child Care provides children with a warm, loving,
inclusive, safe and stimulating environment as well as offering a sense of security for parents and a supportive environment for child care providers. Our Home Child Care Program is a bilingual program operated by the City of Cornwall and is licensed under the Day Nurseries Act. We offer full-time and
part-time home-based early learning and care in a family setting that is equitable, affordable and accessible to all residents of the City of Cornwall and the United Counties of Stormont, Dundas and Glengarry.


Information for Parents

We are considered Home Child Care because the children are cared for in the provider's home. 

The program offers quality full fee and subsidized child care for infants to 12 years of age.  Full time and part-time child care arrangements are available, including flexible hours.  The agency offers the support of its team of professionals to the parents and providers.  Each home child care provider must follow directives regarding health and safety, nutrition, activities, as well as number and ages of children permitted as set out by the agency and Ministry of Education.

Home Child Care Providers are screened through a comprehensive screening process and home assessment by a highly skilled Child Care Worker.  Screening includes the following:

The importance of play
All children play because it is fun. But did you know that play is also one of the best ways children learn? Through play, children learn about themselves and about the world around them. A quality child care program will include lots of opportunities for learning through play activities.

  • Criminal Reference Check
  • Children's Aid Society background check
  • Medical
  • Home fire inspection
  • Written references


The Day Nurseries Act states "Smoking is prohibited at all times in a day nursery and private home locations whether children are present or not".

Our Agency aims to match each child and family with a compatible provider in his/her community. The parent can be confident that their child(ren) is receiving quality care. Among the many advantages of this type of care are the smaller child to provider ratio and the flexibility of hours. 

 Home Child Care Providers are limited to 5 day care children. Her own children are included in the following age and number restrictions for children under the age of 6 years:

  • 5 children under the age of 6 years
  • 2 children with special needs
  • 2 children under the age of 2 years
  • 3 children under the age of 3 years
  • 1 child with special needs and 1 child under 2 years
  • 1 child with special needs and 2 children over 2 years, but under 3 years









Each home is visited routinely by a Child Care Worker trained in Early Childhood Education who offers support and guidance and ensures that the requirements of the Day Nurseries Act are met.

Your children will have access to many resources such as equipment, toys, arts and craft materials, books, playgroups and special events. You have access to support from child care professionals on child development.  We believe that parent, provider and Child Care Worker communication is key to a successful child care relationship. 

 Early Childhood Educators (ECEs) are teachers of children from infancy to school age who work in child care and who have completed training in child development, child safety, nutrition, children's programming and administration either through a college diploma or a university degree program.  ECEs are responsible for the development, planning and implementation of activities that protect and promote children's intellectual, physical, social and emotional growth.  Supervisors of child care centres and home child care agencies must have their ECE or equivalent and at least two years of experience working in a child care centre.

Home Child Care Fees

The Agency also offers services for families residing in the City of Cornwall and the Untied Counties of Stormont, Dundas and Glengarry who are financially able to pay the full fee for home child care. 

The following are the rates per child / per day:

 Full day consisting of 10 - 12 hours  $27.50
 Full day consisting of 8 - 10 hours  $26.00
 Full day consisting of 6 - 8 hours $24.00
 Full day consisting of 4 - 6 hours  $19.00
1 ½ hours to 4 hours $14.00
 Less than 1 ½ hours  $  9.50
 Infants up to the age of 18 months  $  3.00
Weekends, extra meals, before 6:30 a.m. or after 6:00 p.m. $  3.00

Parents are responsible to pay for ten (10) statutory holidays as noted in the parent handbook, up to 10 vacation days and up to eighteen (18) absent days every calendar year.  Also, parents are required to provide the Agency with two weeks notice of termination of services.  An invoice will be issued to you by the Agency on a monthly basis. Payment is accepted by pre-authorization payment plan, cheque and post-dated cheques for the payment of child care services incurred with the department. Receipts are provided each February for income tax purposes.
