   Business Licenses

The By-laws  establish procedures for the City of Cornwall to license and regulate various businesses in the city.

Below you will find a brief explanation of the By-laws to license, regulate and govern, and the fees as well as the inspections needed for the license approval.

The basic principle of the by-laws are to protect the public and to set up procedures to follow in order to assist in enforcement of other important by-laws.New business ventures benefit from extensive planning and research. Learn which permits and license(s) you need for your new business.

You will generally want to start by considering the property where your business is to be located. It must be in compliance with current zoning by-laws applicable to your particular type of business. This applies to all businesses, including home occupations. Please discuss zoning information with the Planning Department at (613) 930-2787 Ext: 2328.

You must obtain the required approvals and purchase the appropriate license before commencing business. Please discuss license information with the By-law Department at

Holding a valid business license is vital to ensure businesses follow By-law regulations and limitations, providing consumer protection. No person shall carry on within the City of Cornwall any of the trades, callings, businesses or occupations listed and forming part of these By-laws, unless he/she has obtained from the Corporation a license authorizing him/her to carry on the trade, calling, business or occupation.

Every person who holds a license shall, in carrying on or engaging in the trade, calling, business, or occupation, for which the license is issued, comply with these By-laws and the regulations herein these By-laws which relate to the person or the persons trade, calling, business or occupation.

 


How to apply for a business license without coming to the office

#1. Review the Business License information below that best describes the services that you will offer or the business that you will conduct.

#2. Read and clearly understand all the necessary requirements in the By-Law.

#3. Read what the requirements are for the Business Licences issuances  Ensure that you have all the documentation (if any) required to move forward with the Business License. 

#3. Fully complete the Initial Business License Application Form.

#4. You can send us the form via e-mail, fax the form and all other necessary documents to (613) 932-3236 or deliver the application in person to Civic Complex, 100 Water Street East, 2nd Floor, Cornwall.

#5. Call (613) 930-2787 Ext: 2339 in order to submit your payment by credit card.

#6. The next step is to receive your completed Business License, however, depending on the type of Business License you are applying for - will depend on the next step.  Please call the office to verify the details. 

 

Facts

Your license application may require an inspection and approval by staff of Zoning, Building, Police, Health or Fire. You along with the department will coordinate this process.

In most cases, licenses can be issued within 3-4 weeks of receiving the application; some licenses are even issued within hours. However, you may experience a delay if you did not submit enough information or if you failed to meet some of the licensing requirements or failed the inspections.

All licenses have an annual expiry date. You will be notified by mail of your approaching expiry date. Upon notification, you should promptly renew your license to avoid a late fee.

Adult Entertainment Parlour (Goods)

An Adult Entertainment Store license is required for any business that sells adult articles appealing to erotic or sexual appetites.

The Adult Entertainment By-law is to provide for licensing, regulating, governing and inspecting Adult Entertainment Parlour.

Adult Entertainment Parlour (Goods) shall mean any premises or part thereof in which is provided, in pursuance of a trade, calling, business or occupation, goods or services appealing to or designed to appeal to erotic or sexual appetite or inclinations.

Class “A” shall mean an adult entertainment parlour (goods) in which the principal business is the provision of goods or in respect of which advertisements refer to “adult”, “x-rated”, “x” or similar description in reference to the goods provided in the premises.

Class "B” shall mean an adult entertainment parlour (goods) in which the portion of the floor area used for the display of such goods is less than 17 square meters in area.

The issuance of this license shall be subject to the written approval of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector;
5. Municipal By-law Enforcement Officer; and
6. Chief of Police or Designate.

Initial License Fee: $ 300.00

1 Year Renewal Fee: $200.00

 


 

Adult Entertainment Establishment, Attendants and Performers

Adult Entertainment Parlour provides live entertainment or services appealing to erotic or sexual appetites.

The Adult Entertainment Establishment, Attendants and Performers By-Law is to provide for licensing, regulating, governing and inspecting Adult Entertainment Establishment, Attendants and Performers.

Adult Entertainment Establishment shall mean any premises or part thereof in which is provided, in pursuance of a trade, calling, business or occupation, goods or services appealing to or designed to appeal to erotic or sexual appetite or inclinations.

  • To provide when used in relation to services includes to furnish, perform solicit or give such services in a pursuance of a trade, calling business or occupation and “providing and “provision” has corresponding meaning;
  • Services include activities, facilities, performances, exhibitions, viewings and encounters
  • Services designed to appeal to erotic sexual appetites or inclinations” and includes travelling adult entertainment shows.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Plumbing Inspector;
4. Municipal By-law Enforcement Officer;
5. Chief of Police or Designate; and
6. Fire Prevention Officer.

Initial License Fee: $ 1,400.00

1Year Renewal Fee: $ 1,200.00

 


 

Amusement Exhibitions

An Amusement Exhibition shall mean exhibitions of wax works, menageries, circus, circus riding, carnivals and other like shows usually exhibited by show persons, and roller skating rinks ad other places of like amusement, and merry-go-round, switchback railways, carousels and other like contrivances.

The Amusement Exhibitions By-Law is to provide for licensing, regulating, governing and inspecting Amusement Exhibitions.

 

Tent Exhibitions

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Municipal By-law Enforcement Officer;
5. Chief of Police or Designate;
6. Electrical Safety Authority; and
7. The applicant shall submit the required form of the Eastern Ontario Health Unit filled out and signed by a representative of the E.O.H.U. prior to the issuance of the license.

Initial License Fee:  $ 180.00

Renewal Fee: $ 180.00

 

Open Air

When an Amusement Exhibition is scheduled to take place in an open air environment ...

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Fire Prevention Officer;
3. Municipal By-law Enforcement Officer;
4. Electrical Safety Authority
5. Chief of Police or Designate; and
6. The applicant shall submit the required form of the Eastern Ontario Health Unit filled out and signed by a representative of the E.O.H.U. prior to the issuance of the license.

Initial License Fee:  $ 132.00 

Renewal Fee: $ 132.00

 



Amusement Places

An Amusement Place is required for a business that provides entertainment or amusement.

The Amusement Places By-Law is to provide for licensing, regulating, governing and inspecting Amusement Places.

Amusement Places shall mean persons who for hire or gain and proprietary clubs, that directly or indirectly keep, or have in their possession, or whether used or not, in a house or place of public entertainment or resort or exhibitions held for hire or gain, theatres, bowling alleys, moving picture shows, public halls, golf driving range, amusement arcades and all place of amusement not herein otherwise specifically mentioned with or without an admission fee but shall not include premises which have less than (3) billiard, pool, or bagatelle tables or premises which have less than (4) arcade games.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector; and
5. Municipal By-law Enforcement Officer.

Initial License Fee: $ 220.00

3 Year Renewal Fee: $ 45.00

 


 

Auctioneer

An Auctioneer License is required for a person selling goods, wares, merchandise by public auction.

The Auctioneer By-Law is to provide for licensing, regulating, governing and inspecting Auctioneer.

Auctioneer shall mean a person who sells or puts up for sale, goods, wares, merchandise or effects by public auction, but shall not include a sheriff or bailiff offering for sale goods or chattels seized under an execution or distained for rent.

The issuance of the license shall be subject to the written approvals of the following: N/A

Initial License Fee: $ 15.00

Renewal Fee: $15.00

 



Auto Repair Shops and Public Garages

An Auto Repair Shop shall mean a garage where the performance of any repairs or services to vehicles is performed.

The Auto Repair Shops and Public Garages By-Law is to provide for licensing, regulating, governing and inspecting Auto Repair Shops and Public Garages.

Auto Repair Shops shall mean a garage where the performances of any repairs or services to vehicles, as defined under the Highway Traffic Act, take place of compensation, or repairs to vehicles registered to someone other than the owner or tenant of the property where the repairs take place. This definition includes a mobile auto repair shop.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector; and
5. Municipal By-law Enforcement Officer.

Initial License Fee: $ 150.00

3 Year Renewal Fee: $ 41.00

 


 

Bed and Breakfast Establishments

A Bed and Breakfast establishment shall mean only a single family dwelling designed for the accommodation of the travelling or vacationing public.

The Bed and Breakfast Establishments By-Law is to provide for licensing, regulating, governing and inspecting Bed and Breakfast Establishments.

Bed and Breakfast shall mean only a single family dwelling designed to be used, in part, for the accommodation of the travelling or vacationing public, containing therein five (5) or fewer suites or guest rooms. Parking standards for said suites/guest rooms shall be supplied on-site and based on the Boarding and Rooming House and Tourist Home standard.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Municipal By-law Enforcement Officer; and
5. Plumbing Inspector.

Initial License Fee: $ 150.00

3 Year Renewal Fee: $ 60.00

 



Body Rub Parlours and Body Rub Attendants

A Body Rub Parlour shall mean a premise where a body rub is offered to the public

The Body Rub Parlours and Body Rub Attendants By-Law is to provide for licensing, regulating, governing and inspecting Body Rub Parlours and Body Rub Attendants.

Body Rub Parlour is included in the definition of “adult entertainment parlour” in the Municipal Act, 2001 and includes any premises or part thereof where a body-rub is performed, offered or solicited in pursuance of a trade, calling, business, or occupation.

Adult Entertainment Service shall mean any service appealing to or designed to appeal to erotic or sexual appetites or inclinations, any other service involving sexual touching; any other service offered, provided or received with the purposes or effect of sexual arousal or stimulation and any service directly or indirectly advertised or described as involving any of such kinds of services.

A Body Rub Attendant shall mean a person who, in pursuance of a trade, business or occupation, provides body-rubs at a body-rub parlour.

A Body Rub includes the kneading, manipulating, rubbing, massaging, touching or stimulating by any means of a person's body or part thereof.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Municipal By-law Enforcement Officer;
5. Chief of Police or Designate;
6. Electrical Safety Authority; and
7. The applicant shall submit the required form of the Eastern Ontario Health Unit filled out and signed by a representative of the E.O.H.U. prior to the issuance of the license.

Initial License Fee:  $ 1,400.00 (Owner/Operator)

1 Year Renewal Fee: $ 1,200.00

Initial License Fee: $ 60.00 (Attendant)

1 Year Renewal Fee: 60.00

 


 

Christmas Tree Vendors

A Christmas Tree Vendor shall mean a vendor of Christmas Trees (various trees).

The Christmas Tree Vendor By-Law is to provide for licensing, regulating, governing and inspecting Christmas Tree Vendor.

Christmas Tree Vendor shall mean the owner or operator of a place, premise or location wherein the sale of Christmas Trees (Evergreen, Spruce, Pine Balsam, Jack Pine, Norfolk Pine, or any type thereof) occurs.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Fire Prevention Officer; and
3. Owner of premises where sale of trees is to occur.

Initial License Fee: $ 35.00

Renewal Fee: $ 35.00

 



Dry Cleaning Establishments

 A Dry Cleaning Establishments means a business that offers dry cleaning services.

The Dry Cleaning Establishments By-Law is to provide for licensing, regulating, governing and inspecting Dry Cleaning Establishments.

Dry Cleaning Establishment shall mean the business of dry cleaning, dry-dyeing, cleaning, pressing, and spot or stain removal, or other similar applications to clothing or fabric.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer; and
4. Plumbing Inspector.

Initial License Fee: $ 60.00

1 Year Renewal Feel: $ 35.00

 


  

Eating Establishment

An Eating Establishment shall mean any premise where food is prepared and sold.

The Eating Establishment By-Law is to provide for licensing, regulating, governing and inspecting Eating Establishment.

Eating Establishment shall mean any premise where meals or meal portions are prepared for immediate consumption or for takeout or sold or served in a form that will permit immediate consumption on the premise or elsewhere. This definition also includes caterers and shall not include a Seasonal Stationary Food Premises.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector; and
5. The applicant shall submit the required form of the Eastern Ontario Health Unit filled out and signed by a representative of the E.O.H.U. prior to the issuance of the license.

Initial License Fee: $ 140.00

1 Year Renewal Fee: $ 37.00

 


 

Escort Services and Escort Attendants

Escort Services shall mean a person who accompanies another individual to an event.

The Escort Services and Escort Attendants By-Law to provide for licensing, regulating, governing and inspecting Escort Services and Escort Attendants.

Escort Attendant shall mean a person who accompanies another individual to an event, function or social activities, whether or not such event, function or social activity is private or designed for public attendance.

Escort Service shall mean a business which provides the services of individuals who will accompany another individual to an event, junction or social activities, whether or not such event, junction or social activity is private or designed for public attendance.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector; and
5. Chief of Police or Designate.

Initial License Fee:  $ 1,400.00 (Owner/Operator)

1 Year Renewal Fee: $ 1,200.00

Initial License Fee:   $ 50.00 (Attendant)

1 Year Renewal Fee: $ 50.00

 


 

Food Premises

A food premises is a location where food or milk is manufactured, processed, sold or offered for sale.

The Food Premises By-Law to provide for licensing, regulating, governing and inspecting Food Premises.

Food Premises shall mean premises where food or milk is manufactured, processed, prepared, stored, handles, displayed, distributed, transported, sold or offered for sale, and includes a corner store, grocery store, food manufacturer as it relates to the sale of its manufactured products by retail and any other related operations. 

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector;
5. Municipal By-law Enforcement Officer; and
6. The applicant shall submit the required form of the Eastern Ontario Health Unit filled out and signed by a representative of the E.O.H.U. prior to the issuance of the license.

Initial License Fee: $ 30.00

3 Year Renewal Fee: $ 26.00

 


 

Hairdressing Establishment

A Hairdressing Establishment means a place where hair styling takes place.

The Hairdressing Establishment By-Law to provide for licensing, regulating, governing and inspecting Hairdressing Establishment.

Hairdresser – Hairstylist shall mean all those persons who hold a Certificate of Qualification under the Trades Qualification and Apprenticeship Act RSO 1990 C.T. 17, who for gain or reward, cuts, trims, treats, or cleans the hair of any person. This definition includes a mobile hairdresser.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector; and
5. The applicant shall submit the required form of the Eastern Ontario Health Unit filled out and signed by a representative of the E.O.H.U. prior to the issuance of the license.

Initial License Fee:  $ 95.00 (First Chair)

5 Year Renewal Fee: $ 20.00

Initial License Fee: $ 10.00 (Additional Chair)

5 Year Renewal Fee: $ 10.00

 


 

Hobby Exhibition

A Hobby Exhibition shall mean a showing of goods for sale.

The Hobby Exhibition By-Law is to provide for licensing, regulating, governing and inspecting Hobby Exhibition.

Hobby Exhibition shall mean exhibition held for gain where the sale or hire of goods or services on an intermittent or one-time basis is conducted and, the showing for the purpose of sale, trade, exchange and/or admission fee is charged, or hire of samples, patterns or specimens of any goods therein and shall include a show of antiques, coins, stamps, cards and other hobby related activities at which such items are available.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Chief of Police or Designate.

 Initial License Fee:  $ 40.00

    

Indoor Exhibitions

When an Amusement Exhibition is scheduled to take place in an open air environment ...

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Fire Prevention Officer;
4. Chief of Police or Designate.

 Initital License Fee: $ 38.00 

 

    Holistic Practitioners 

A Holistic Practioner shall mean a person who provides or offers to provide Holistic Services.The Holistic Practioner By-Law is to provide for licensing, regulating, governing and inspecting Holistic Practioners.

 

Holistic Services shall mean any modality approved or recognized by an Association listed in Schedule “A” of the By-law which is used as a tool for therapeutic or medical purposes and which is provided or offered by a person who is duly qualified or licensed to do so.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector; and
5. The applicant shall submit the required form of the Eastern Ontario Health Unit filled out and signed by a representative of the E.O.H.U. prior to the issuance of the license.

Initial License Fee: $ 100.00

3 Year Renewal Fee: $ 60.00

 


 

Mobile Food Premises

Mobile Food Premises shall mean a vehicle that offers prepared food for sale.

The Mobile Food Premises By-Law is to provide for licensing, regulating, governing and inspecting Mobile Food Premises.

Mobile Food Premises shall mean a vehicle or other itinerant food preparation premise from which food prepared is offered for sale to the public. A Mobile Food Premise does not include any vehicle which is stationary but does include the following:

a) Ice Cream Vehicle
b) Mobile Canteen
c) Catering Vehicle, French Fry Vehicle (also includes place-to-place catering)
d) Hot Dog Cart and any other mobile food premise not mentioned.

The issuance of the license shall be subject to the written approvals of the following:

1. Fire Prevention Officer;
2. Parks and Recreation Department (where the Mobile Food Premise is to be located in a Municipal Park
3. Municipal By-law Enforcement Officer; and
4. The applicant shall submit the required form of the Eastern Ontario Health Unit filled out and signed by a representative of the E.O.H.U. prior to the issuance of the license.

 

Types of Licenses

 

Ice Cream Vehicle

Initial and Renewal License Fee: $ 85.00


1. License “A” Resident
    At a specific event not exceeding three (3) consecutive days (specific location and date).
2. License “B” Resident
    More than one event or goes from place to place (seasonal).
3. License “C” Non-Resident
    At a specific event not exceeding three (3) consecutive days (specific location and date).
4. License “D” Non-Resident
     More than one event or goes from place to place (seasonal).

 

Mobile Canteen

Initial and Renewal License Fee: $ 130.00

1. License “A” 
    At a specific event not exceeding three (3) consecutive days (specific location and date).
2. License “B” 
    More than one event or goes from place to place (yearly).

 

Catering Vehicle/French Fry (Chip Truck) Vehicle/Chip Truck

 Initial and Renewal License Fee: $ 130.00

1. License “A” 
    At a specific event not exceeding three (3) consecutive days (specific location and date).
2. License “B” 
    More than one event or goes from place to place (seasonal).

 

Hot Dog Cart

Initial and Renewal License Fee: $ 85.00

1. License “A” 
     At a specific event not exceeding three (3) consecutive days (specific location and date).
2. License “B” 
    More than one event or goes from place to place (yearly).

 



Pawnbrokers

A Pawnbroker shall mean an individual who buys and re-sells articles.

The Pawnbrokers By-Law is to provide for licensing, regulating, governing and inspecting Pawnbrokers.

Pawnbroker shall mean a person who carries on the business of taking by way of pawn or pledge any articled for the repayment of money lent thereon.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector;
5. Municipal By-law Enforcement Officer; and
6. Chief of Police or Designate.

Initial License Fee: $ 200.00

3 Year Renewal Fee: $ 115.00

 



Personal Service Facilities

A Personal Service Facility shall mean a premise where personal services (esthetics, ear piercing, etc.) shall be rendered.

The Personal Service Facilities By-Law is to provide for licensing, regulating, governing and inspecting Personal Service Facilities.

Personal Service Facilities shall mean any premises or part therefore where substances, instruments, tools or other equipment are applied to any part of the human body for purposes of aesthetic and cosmetic treatment, and includes premises where manicuring, nail treatment, electrolysis, laser hair removal, tattooing, body-piercing, ear-piercing and micro-pigmentation services or other similar types of services.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector; and
5. The applicant shall submit the required form of the Eastern Ontario Health Unit filled out and signed by a representative of the E.O.H.U. prior to the issuance of the license.

Initial License Fee: $ 80.00

3 Year Renewal Fee: $ 30.00

 



Pet Stores

By-Law to provide for licensing, regulating, governing and inspecting Pet Stores.

The Pet Stores By-Law shall mean a person or business that sells live animals, including birds and reptiles, as household pets.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector;
5. Municipal By-law Enforcement Officer; and
6. Chief of Police or Designate.

Initial License Fee: $ 70.00

3 Year Renewal Fee: $ 30.00

 



Retail Exhibitions and Flea Markets

A Flea Market License is required for any flea market with two or more vendors that is open to the general public.

The Retail Exhibitions and Flea Markets By-Law is to provide for licensing, regulating, governing and inspecting Retail Exhibitions and Flea Markets.

  • Retail Exhibition shall mean a show which has one or more vendors with goods, wares, or merchandise for sale, or offers or provides a service, or who carry and expose samples, patterns or specimens of any goods, wares, or merchandise that is to be delivered in the City of Cornwall afterwards for a period of no more than three days unless otherwise permitted.
  • Retail Exhibition Vendor shall mean an individual, who has been registered as a vendor for the duration of the exhibition by the Retail Exhibition Licensee pursuant to this bylaw, and at a licensed retail exhibition, offers for sale goods, wares or merchandise or offers or provides a service, or carry and expose samples, pattern or specimens of any goods, wares or merchandise that is to be delivered to the consumer afterwards.
  • Flea Market shall include the exhibiting or offering for sale on a temporary or permanent basis at one location by two or more vendors, a variety of goods, wares or merchandise including but not limited to new or used articles, foodstuffs or the offering or providing of services but does not include a sale that consists of one type of goods, wares or merchandise for a period of not less than four (4) days.
  • Flea Market Vendor shall mean an individual, who has obtained a business license pursuant to the Business Licensing By-laws of the City of Cornwall to sell goods, wares, and merchandise of foodstuff or to provide a service required to be licensed, and who, with the authorization of the Flea Market Licensee at a license flea market, carries out transactions.

Types of Licenses

License “A” 
To a person or persons who organizes or promoted the holding of a Retail Exhibition show for a period of three consecutive days or less.

Initial License Fee: $ 400.00

License “B”
To a Mall Management Organization who permit retailers to exhibit their goods, wares and merchandise within their establishment on an interim basis.
Initial License Fee: $ 70.00

License “C”

To a person or persons who organizes or promotes the holding of a Flea Market.
Initial License Fee: $ 400.00

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Municipal By-law Enforcement Officer; and
5. Chief of Police or Designate.

 


 

Recycling Facilities

By-Law to provide for licensing, regulating, governing and inspecting Recycling Facilities.

The Recycling Facilities By-Law shall mean an establishment or premises where derelict, discarded, abandoned, or inoperable motor vehicles and/or other salvaged articles or things are sorted, wholly or partly in the open, including, but not limited to such use as a junk yard, a scrap yard or an automobile wrecking yard.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector;
5. Municipal By-law Enforcement Officer; and
6. Chief of Police or Designate.

 

Initial License Fee: $ 135.00

Renewal Fee: $ 35.00

 


Rickshaws (Pedicabs)

Rickshaw shall mean a method of transportation provided to the public by a two-wheeled vehicle pulled by human power.

The Richshaws By-Law is to provide for licensing, regulating, governing and inspecting Rickshaws.

Rickshaw (pedicabs) shall mean a small two-wheeled vehicle usually for one or two passengers that is pulled or pushed by a bicycle which has tandem wheels and is propelled by human power.

Pedal –powered Rickshaw (pedicabs) shall mean a small two-wheeled vehicle usually for one or two passengers that is pulled by one man.

The issuance of the license shall be subject to the written approvals of the following:

1. Municipal By-law Enforcement Officer.

Salespersons

By-Law to provide for licensing, regulating, governing and inspecting Salespersons.

The Salesperson By-Law shall mean any person who goes from place to place or to a particular place with goods, wares or merchandise for sale or who carries and exposes samples, patterns, or specimens of any goods, wares, or merchandise that is to be delivered in the City of Cornwall afterwards.

 

Resident Salesperson

Shall mean a person who has continuously resided in the City of Cornwall for at least three months and who is entered on the Municipal Assessment Roll.

a) License “A” to a Resident Salesperson who offers for sale goods, wares or merchandise from place to place within the City of Cornwall.
Initial License Fee: $ 50.00

b) License “B” to a Resident Salesperson who offers for sale goods, ware or merchandise from a particular place on an intermittent basis.
Initial License Fee: $ 110.00

 

Non-Resident Salesperson

Shall mean any person commencing business where one or more vendors with goods, ware or merchandise for sale, or who carry and expose samples, patterns or specimens of any goods, wares or merchandise that are to be delivered in the City of Cornwall for at least three months next proceeding the time of such business commencing, whose name is not entered on the Assessment Roll and who offer goods, wares or merchandise for sale.

a) License “C” to a non-resident salesperson who offers for sale goods, wares or merchandise from place to place within the City of Cornwall yearly.
Initial License Fee: $ 160.00

b) License “D” to a non-resident salesperson who offers for sale goods, wares or merchandise from a particular place and has not demonstrated the intent to establish the business in a permanent structure within the City of Cornwall. This license shall be valid for a period of thirty consecutive days only, from the date of purchase.
Initial License Fee: $ 130.00

c) License “E” to a non-resident salesperson who offers for sale goods, wares or merchandise from a particular place within the City of Cornwall on a yearly basis and has established the business within a permanent structure. The license will be required for the initial year of operation only.
Initial License Fee: $ 140.00

The issuance of the license shall be subject to the written approvals of the following:

License “C”

1. Chief of Police or Designate

License “D & E”

1. Zoning Administrator;
2. Fire Prevention Officer; and

Seasonal Stationary Food Premises

Seasonal Stationary Food Premises shall mean a business where food is sold for consumption.

The Seasonal Stationary Food Premises By-Law is to provide for licensing, regulating, governing and inspecting Seasonal Stationary Food Premises

Seasonal Stationary Food Premises shall mean a business where food is sold for consumption by the public and where this business chooses its operation for more than 90 consecutive days on a yearly basis.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector;
5. Municipal By-law Enforcement Officer;
6. Chief of Police or Designate; and
7. The applicant shall submit the required form of the Eastern Ontario Health Unit filled out and signed by a representative of the E.O.H.U. prior to the issuance of the license.

Initial License Fee: $ 175.00

1 Year Renewal Fee: $ 135.00

 

 



Second Hand Goods Shop

A Second Hand Goods Shop shall mean second hand goods are being sold.

The Second Hands Goods Shop By-Law is to provide for licensing, regulating, governing and inspecting Second Hand Goods Shop’s

Second Hand Goods shall mean materials or articles, such as furniture, bottles, bicycles, cards, coins, computers and computer equipment, electronic games, electronic equipment, jewelry, clothing, video games and equipment or any other material or articles that has been previously owned by the seller or has been purchased by the seller, from a third party, for the purpose of reselling those articles or materials, and without limiting the generality of the foregoing, all other goods and chattels which shall be the subject of second hand sales.

Second Hand Goods Dealer shall mean and include persons who go from place to place or along highways for the purpose of collecting, purchasing or obtaining second hand goods.

Second Hand Goods Shop shall mean a building or part of a building, booth, stall or place where second hand goods are stored, displayed or offered for sale by retail, but does not include shops where the rental of goods represents the majority of the business.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator;
2. Chief Building Official or Designate;
3. Fire Prevention Officer;
4. Plumbing Inspector;
5. Municipal By-law Enforcement Officer; and
6. Chief of Police or Designate.

Initial License Fee: $ 175.00

1 Year Renewal Fee: 135.00

 

 



Tobacco

A Tobacco Vender means anyone selling tobacco products.

The Tobacco By-Law is to provide for licensing, regulating, governing and inspecting Tobacco

Tobacco Vendor shall mean the owner or operator of any store, shop or other place or premise wherein the sales of tobacco, cigars, or cigarettes are sold by retail.

The issuance of the license shall be subject to the written approvals of the following:

1. Zoning Administrator; and
2. The applicant shall submit the required form of the Eastern Ontario Health Unit filled out and signed by a representative of the E.O.H.U. prior to the issuance of the license.

Initial License Fee: $ 40.00

 

 


 
Transient Photographer

A Transient Photographer means a person taking pictures and selling photos for profit.

The Transient Photographer By-Law is to provide for licensing, regulating, governing and inspecting Transient Photographer.

Transient Photographer shall mean any person who for profit, uses photographic cameras or other similar devices and who, has not resided continuously in the municipality for at least three months immediately preceding the time of his commencing such business there, go from place to place or to a particular place, even if any product is to be delivered in the municipality afterwards.

The issuance of the license shall be subject to the written approvals of the following:

1. Chief of Police or Designate

Initial License Fee: $ 100.00

Cornwall
