Planning a Liveable City for 2034

The plan will provide a roadmap for Cornwall to become a more liveable and sustainable community as it grows. The City of Cornwall has started work on revisions to its Official Plan that will guide change and growth in the City of Cornwall for the next twenty years.

Complete Cornwall au complet will update the City of Cornwall's Official Plan which was last modified in 2002. This planning exercise will take
about nine months to complete.

Complete Cornwall au complet will plan for projected changes to Cornwall's demographics and economy.
It will also reflect Cornwall's priorities, including:

  • Priorities already set out in existing documents like The Pedestrian and Bicycling Master Plan, the Waterfront Plan, the Parks and Recreation Master Plan, Social Housing 10 Year Plan and both City Council and the Economic Development  Strategic Plans; and
  • New priorities based on citizen input.
     


 

Notice of Public Meeting - Review of Proposed new Official Plan

The Planning Advisory Committee of the City of Cornwall will hold a Public Meeting at 7:00 pm on Monday, October 16th, 2017 in the Council Chambers at City Hall (360 Pitt Street) to consider a proposed new Official Plan.

Notice - Open House / Drop-in Session for New Official Plan

The City of Cornwall Planning Division will hold an Open House / Drop-In Session to introduce its draft proposal for a new Official Plan known as "Complete Cornwall au complet". A key map has not been included as the review is applicable to all lands within the boundary of the City of Cornwall.

This event "Complete Cornwall au complet" will be held on Thursday, September 7th, 2017; the first session will take place from 1:00 pm - 5:00 pm, the second session will begin at 6:00 pm and end at 8:00 pm in Salon B of the Cornwall Civic Complex. The event is free and open to all.

The new "Complete Cornwall au complet" is intended to replace the existing 2002 Official Plan, as well as introduce a brand new Urban Settlement Area Boundary for the City. The Official Plan will direct future urban development and growth for the City for the next 20 year planning horizon.

At this Open House, written submissions and comments will be accepted for consideration/analysis by staff leading to final recommendations to the Planning Advisory Committee (PAC). The opportunity to make a formal oral/written submission will be provided at the subsequent Planning Act mandated Official Plan Public Meeting (to be held later in the Fall).

Complete Cornwall au complet: Planning a Liveable City for 2034
Commonly Called The City of Cornwall Official Plan (O.P.) Review

The City of Cornwall, in conjunction with the assistance from Dillon Consulting Limited (Ottawa Office), and Watson and Associates Economists Ltd. (Mississauga Office), has now completed the drafting of a proposed update to its' Official Plan text and associated (new) Mapping Schedules. Although the original initiative timeframe has taken longer than anticipated, the review has reached a first (revised) draft stage.

It is now available to the public and Agencies/Groups for additional input and comment over the next 120 days posting period.

We look forward to continued feedback on this draft O.P. document and mapping.

In addition, the original background studies are posted to identify the prior foundations of the work leading to the draft Updated Plan. Your input will be considered and assessed by Planning Staff and may form additional revisions to the present draft O.P./mapping documents. This will occur prior to the setting of an Open House and Planning Act mandated Planning Advisory and Hearing Committee (PAC) Public Meeting later this year.

Note: Existing Schedule 1: Concept Development Plan, and Schedule 2: Staging of Residential Development, are proposed to be removed in their entirety with no replacement mapping, due to their redundant nature in the revised O.P.

What is an Official Plan?

An Official Plan, in part, contains policies around the use of land, so that future development and growth will work towards meeting the needs and goals of the community. This type of planning helps to balance the needs of private landowners with the wider interests of the community. Official Plans guide everything from where new housing, commercial development and industry will be located, to the locations of new parks, to what and where municipal services (e.g., infrastructure) will be provided. A city's Official Plan is the single most important document for coordinating and directing future growth in a city, and building the kind of community we want.
