The City of Cornwall Animal Control By-law encourages the health and safety of the general public, domestic animals and wild animals. The By-law helps to uphold a high level of public safety, neighbourhood integrity and the general public protection. The Animal Control By-law includes Definitions, Registration, Municipal Parks, Supervision, Kennel, Control of Dog, Vicious Dogs, and Penalty information.

 

The Animal Control Officer responds to:

  1. Barking dog(s);
  2. Dogs jeopardizing the safety of the public;
  3. Dogs without a tag;
  4. Stray dogs that are lost; returning them to their owners (or binging them to the shelter while searching for the owner);
  5. Removal of cadavers (dead animals) on public property; (if the dead animal is on private property – it should be placed on the curbside in a bag for pick-up by the By-Law Officer);
  6. Dogs at large and trespassing; and
  7. Stoop & Scoop on City property.

When reporting an incident or requesting an investigation; it is helpful to provide as much information as possible in order to facilitate a thorough and timely response.

If the complaint relates to a barking dog which is being kept on privately-owned property, providing the address is essential.

Every situation is unique and the time needed to gain compliance will vary. Priority is given to circumstances where there is a danger to the safety of the animal or to the public.

Animal Services investigates animal related complaints on private property and City-owned lands (e.g. Parks) to ensure compliance with the by-laws and regulations.

The Animal Control By-law can order special provisions for control of dogs identified as vicious.

 

Dogs and Parks - Prohibition

Generally dogs are not permitted in City Parks except for those identified below. Always obey posted signage.

 

Parks Available to Walk Your Dog

There are several Municipal Parks available for owners to walk their dogs. 

  1. Guindon Park Roadways and Trillium Picnic area, but no other picnic areas or the nature/ski trails.
  2. Boals Drain Linear Park from Emma Avenue to Meadowvale Crescent.
  3. Cedar Rapids corridor from Optimist Park to Brookdale Avenue and from Power Dam Drive east to Vincent Massey Drive.
  4. Lamoureux Park.

 

Please Keep in Mind

At all times, the dog is to be kept under control using a leash intended for such purposes, of a length not exceeding two (2) metres (6 1/2 feet).

That no dog be permitted within nine (9) metres (30 ft) of the defined edge of a municipal park facility (splashpad, playground, fixed seating or similar).

Dog License Information

  1. The City of Cornwall requires that all dogs must be licensed and wearing a tag within 14 days following the date that a dog comes into their possession.
  2. The fee for the tag varies.
  3. The number of animals (cats and dogs) per household be imited to five (5) with a maximum of three (3) dogs.
  4. The registration of the tag will have a serial number, name of the owner, address and telephone number. This information will assist the Enforcement Officer to find you in case your pet gets lost and someone calls in the tag information.
  5. Each owner is responsible to affix the tag to their dog.
  6. Each tag license expires on January 31st of each year - and must be renewed.

Fees for Dog Tags are as follows:


Altered Dogs (spayed or neutered)

Prior to May 1 - $20.00
After May 1 - $25.00
New to owner after September 1 - $10.00

Unaltered Dogs (Not spayed or neutered)

Prior to May 1 - $40
After May 1 - $50
New to owner after September 1 - $17.50

Kennel License

For initial dog - $55.00
For each additional dog 6 months of age or older - $10.00

Replacement Tag - $5.00

Impounding Fees

First occurrence - $35.00
Second occurrence - $45.00
Third occurrence - $65.00
Maintenance fee of $7.00/day is levied subsequent to the day of seizure
