Winter Tips for Cornwall Residents

January 05, 2011

With winter ahead, the City of Cornwall would like to offer some winter tips and reminders to its residents.

Winter Parking
Between November 15th and March 31st, parking is prohibited on City streets from 1 am to 7 am.  These restrictions help keep our streets  free of cars overnight so that snow plows may clear snow from the streets during snow falls. The parking ban also applies to municipal parking lots between the hours of 2 am and 7 am. Those who park on the street or in the parking lots during the banned hours risk receiving a fine of $25.00 and the possibility of having their car towed.

Winter Garbage Regulations

For ease of garbage and recycling during the winter the Waste Management Department has a few tips:

  • Please do not place solid waste or Blue/Black Box materials on top of snow banks.
  • Clear snow to ground level at the end of your driveway or near the curb where solid waste and Blue/Black Box material is to be placed for final collection.
  • Do not block the sidewalk with garbage/blue box containers.
  • During winter conditions, it is the responsibility of the householder to expose and loosen solid waste or Blue/Black Box material covered by snowfall and/or snow removal equipment.

These rules help ensure that your waste and recycling is picked up and will avoid worker injuries.

Sidewalk Clearing

Keeping the sidewalks free of snow and ice is important for everyone’s safety, particularly for the elderly and for people with disabilities.  To help your fellow citizens please:

  • Ensure that the sidewalk on your property is clear of mounds of snow left behind by snow clearing equipment.
  • Ensure that vehicles in your driveway are not blocking the sidewalks.
  • Ensure  that garbage bins, shovels and other items are not resting on the sidewalk.
  • If regularly cleared, sidewalks and laneways will not see dangerous build-ups of ice.

Please consider all those who use the sidewalks and keep them clean, clear and accessible.

Should you have a fire hydrant in front of your home you can help the fire department by keeping the hydrant clear which can help save firefighters time should a fire occur.

Keeping Warm in the Cold Weather
Here are some tips to help you stay warm and comfortable this winter:

  • Dress in Layers: You can stay warm while in the cold and can remove layers as you get warmer.  Starting by Wearing a wicking layer of clothes close to the body helps you stay warm and dry by pulling the moisture away from your body.
  • Wear an appropriate hat: About half of the body's heat is lost through the top of your head. Wearing a hat will help reduce the loss of heat.
  • Wear Gloves: Wearing gloves allows you to stay warm but still gives you the use of your fingers.  Buying mits or gloves with liner can help further protect your hands from the cold and snow.

Winter Heating Safety Tips
For those using in combination with regular heating methods kerosene heaters, fireplaces, wood burning stoves here are a few tips to stay safe:

  • Make sure the area is well ventilated, wood stoves are approved appliance and chimneys should be cleaned by a certified person.
  • Have the equipment inspected regularly and ensure that everything is in good working condition.
  • Follow the suggested instructions given by the manufacturer if they are available.
  • Make sure you put out the fire before you go to sleep.
  • Burning clean pure dry wood.
