Streetscape Report Completed For Downtown, Le Village Areas

Heart of the City

A new Heart of the City report provides a blueprint for enhancing the sidewalks and public areas in the Downtown and Le Village areas of Cornwall.

The recently-completed Centretown Cornwall Streetscape Report contains a series of recommendations to improve the vibrancy and connectivity of Cornwall's Downtown and Le Village areas. The report offers suggestions on everything from sidewalks and street furniture to public art installations and landscaping elements.

"Over the past few years, Heart of the City has focused on improvements to the buildings in the Downtown and Le Village areas, and we've had a tremendous amount of success," said Councillor Denis Carr of Heart of the City. "With this Streetscape Report, we will now shift some of our focus to the sidewalks and other common areas. The ultimate goal is to make the areas more vibrant and inviting for residents, shoppers and visitors."

The Streetscape Report is a component of the Centretown Cornwall revitalization project that's now underway through Heart of the City. The report was completed by Christina Hovey and Youko Leclerc-Desjardins of the Queen's University School of Urban Design. The two students spent the earlier part of the summer living in Cornwall. They spent a considerable amount of time researching the commercial areas and meeting with stakeholders and business owners before formulating the recommendations.

Some of the key recommendations in the report include:

  • Replace and add new directional signs to draw residents and visitors into Centretown
  • Repair sidewalks in both BIA’s
  • Improve benches and garbage cans
  • Replace the permanent planters along Pitt Street
  • Repair or replace the retention wall along Water Street between Adolphus and Gloucester Street

Mr. Leclerc-Desjardins and Ms. Hovey returned to Cornwall on Monday, August 15 to present their report to officials of Heart of the City and Centretown Cornwall, the two Business Improvement Areas and the City of
Cornwall.

They also made a presentation to City Council at the Planning Advisory and Hearing Committee meeting.

The Streetscape project benefitted from a series of key partnerships. Cornwall Business Machines on Pitt Street provided office space for the students, while St. Lawrence College provided accommodations at its residence. The project was also made possible thanks to a grant from Service Canada's Summer Jobs program.

Centretown Cornwall is a three-year revitalization project with a focus on the traditional commercial areas of Cornwall. The project is focused on four key areas: economic development, organizational development, marketing and promotions and physical improvements.

The name of the project speaks to a larger goal of promoting the Downtown, Le Village, Cotton Mills and Lamoureux Park districts as a single area while still maintaining the individual characteristics of those areas. The project is being lead by Heart of the City, and other project partners include the Ontario Ministry of Agriculture, Food and Rural Affairs, the City of Cornwall, the Downtown Business Improvement Area, Le Village Business Improvement Area and the Cornwall and Area Chamber of Commerce.
