Tabulating the results on Election Day

The City has been using tabulators to compile the ballots in the Municipal Election since 1997. They are more efficient and produce the results much faster than counting the ballots by hand.

The City of Cornwall is one of the rare locations that offers 'vote anywhere in the City.' This allows the Elections Office to reduce the number of poll locations and be more efficient at the same time. In this year's election, the number of voting locations in the eastern part of the City was increased, in response to demand. 

The tabulators are very efficient at counting ballots and logic and accuracy tests are performed on each tabulator before an election. All the data is stored in a memory card and the Elections Office does not manipulate the data from any of the memory cards. Most of the data is transmitted via a phone line directly to the election server. For an advance poll, the data from the tabulator's memory card is electronically transferred to the server.

On election night, all the memory cards were uploaded in one or the other of the methods described above. The tabulator for the advance polls that were held at City Hall from October 14 to October 21 produced a printout with the breakdown of the 758 votes on the memory card. However, this card did not upload the data. The representative for the tabulator company entered the breakdown of the 758 votes manually in the server. Afterwards, upon examination of the data from the memory card, it was found that the data did not appear in the appropriate column. A correction was made. At all times, the numbers entered corresponded with the printout from the memory card. As a result, the Elections Office is 100% sure of the results.

The final numbers listed above reflect the total votes with the correction made.

 

Voter turnout in the 2014 Municipal Election

A total of 13,360 ballots were cast in the 2014 Municipal Election, and there were a total of 33,480 eligible electors. This represents a voter turnout rate of 39.9 %.

The turnout is lower compared to recent provincial and federal elections however it is consistent with the trend of lower participation in municipal elections (average of 35 % to 44 % voter turnout).
